Complaints of domestic violence increased 18% in 2021 compared to the previous year, while informative inquiries increased 36% during the same period, according to a new report released this Wednesday by the Office of Domestic Violence (OVD) of the Court Supreme Justice of the Nation.
The OVD attended during the past year to 16,080 peopleof which 8,741 were complaints of domestic violence and 7,339 informative queries, while of the 9,522 that were reported, 77% were men and 23% women.
He recalled that from March 20, 2020 and until May 1, 2021, provisions related to Social, Preventive and Mandatory Distancing (DISPO) were in force and, as of that month, the General Prevention Measures, all arranged by the Power National Executive in the wake of the coronavirus pandemic.
In 2020, the cases handled by the OVD Interdisciplinary Teams reached 7,421 (in 2019 they were 12,457) and the informative consultations reached 5,389.
The psychological violence was present at the 97% of risk assessments, symbolic in it 55%the physical in it 52%, that of environmental type in it 33%; the economic and patrimonial in it 30%the Social in it 13%and the sexual in it 10%.
The couple bond is the most usual among the affected people and those reported (49%), followed by the filial type (34%).
In turn, within the couple bond, 67% of the cases correspond to ex-partners, 17% to partners, 13% to spouses and 3% to girlfriends and boyfriends.
According to the 2021 Statistical Report published by the OVD, domestic violence does not distinguish between the sexes in early childhood (0 to 10 years)registering similar proportions of affected girls and boys.
However, the ratio of women affected by each male increases considerably as they grow older, reaching a maximum ratio of almost 14 to 1 in the age group of 22 to 29 years.
Thereafter, this proportion decreases: between 40 and 49 years of age, the ratio is 8 affected women for each male and, for older adults, it is approximately 3 to 1, pointed to the text.
On average, throughout life, there are 3.5 women affected by domestic violence for every man, they stressed.
According to the report, among the affected people, 44% have a low socioeconomic level, 17%, medium-low; 26%, medium, and 13%, medium-high.
According to education levelamong affected children and adolescents of school age, 2% are out of school (total: 42), 10% attend initial level, 61% primary level, 1% completed primary level and 26% attend primary level. secondary.
Between the young and adult affected people39% did not complete high school, 25% have completed high school, 17% are taking or took higher education, but did not complete it, and 19% have a higher degree (tertiary or university).
Among those affected greater49% did not complete the secondary level, 21% have completed the secondary level, 9% attend or attended higher education, but did not complete it, 21% have a higher degree (tertiary/university) and 1% have no education formal.
Within the City of Buenos Aires (CABA), 13% of the affected people belong to Commune 8 (Villa Soldati, Villa Riachuelo and Villa Lugano), 11% to Commune 4 (La Boca, Barracas, Parque Patricios and Pompeya ), 11% to Commune 1 (Retiro, San Nicolás, Puerto Madero, San Telmo, Montserrat and Constitución), 9% to Commune 7 (Flores and Parque Chacabuco) and 6% to locations outside CABA.
The group with the most people reported is that of men between 22 and 49 years old (59%), indicated the OVD and underlined that there were also 16 girls and boys denounced (from 12 to 14 years of age) for this type of incident.
Of the total cases handled by the OVD in 2021, 99.5% had referrals to the National Civil Justice; 17%, to the National Criminal and Correctional Justice; 69%, to the Misdemeanor Criminal Justice of CABA; and 37% to the Council for the Rights of Children and Adolescents of the Buenos Aires Government.
Also, 584 cases were referred to the Protect Program implemented by the Government of Buenos Aires and 24 cases to the National Justice for Minors.
Half of the children and adolescents served were in very high or high risk situations, they pointed out.
In this context, the National Civil Justice ordered 29,416 protection measures in the cases referred by the OVD and in 70% of the cases ordered the prohibition of approach and contact.
Regarding the average number of cases attended per day by the Interdisciplinary Teams, it was 24; the maximum, 50, and the minimum, 7.
The report stated that, during 2021, 41% of the cases handled were referred to the OVD by security forces (Police of the City of Buenos Aires, Prefecture, Gendarmerie and Women’s Police Stations); 16% attended directly or by registering consultations or previous complaints in the OVD; 11% were referred by lawyers; 6% for referrals from other people; 5% through Line 144; 3%, through the justice system and 3% through the “Victims against violence” program (Line 137).
Among the cases treated, 93% of 8,167 people corresponded to presentations made only once in the year and 7% to presentations initiated by 278 people (574 cases) who attended the OVD more than once.
81% of the people who repeatedly attended are women, 88% (7,714) of the presentations were made by affected people, and 12% (1,027) by third parties.
Among the affected people (11,5795), 78% are women and 22% are men, a slightly higher proportion for women than that recorded in the last 3 years (76% women), the study said.
Regarding nationality, 81% of victims of domestic violence are Argentine; 5%, Bolivian; 6%, Paraguayan; 4% Peruvian, and 4% of other nationalities.
