MADRID, Spain.- The organization Cuba Demanda Inc. presented a “Constitutional Complaint and Demand” addressed to the Cuban ruler Miguel Díaz-Canel Bermúdez and several State institutions, in which it requests the activation of article 128, paragraph k, of the Constitution to declare a State of Emergency or National Disaster in Cuba.

The document, presented this month and signed by Santiago A. Alpizarpresident of the organization, was addressed to the Presidency of the Republic, the Ministry of Justice, the National Assembly of People’s Power, the Supreme People’s Court, the Attorney General’s Office, as well as diplomatic representations accredited on the Island and international organizations.

The text states that Cuba is going through a “state of national disaster”, based on “the collapse of the health system, the energy and food crisis, the structural shortage of fuel and the inability of the State to guarantee essential public services”, which – they point out – “puts life, physical integrity and social peace at immediate risk.”

The complaint also mentions the participation of the Cuban military in Venezuela and the cooperation between both governments, as well as the impact that this relationship has had on the international isolation and the internal crisis of the country.

In the section of demandsCuba Demand requests:

  1. That Miguel Diaz-Canel immediately declare the State of Disaster or National Emergency, in accordance with article 128(k) of the Constitution.
  2. The “immediate and unconditional release of all political prisoners and prisoners of conscience.”
  3. The opening of ports, airports and borders for the entry of humanitarian aid “without control by repressive bodies”, coordinated by churches, humanitarian organizations and civil society.
  4. The formation of a Provisional Transitional Government that calls for “free, plural and verifiable elections within a period of no more than 12 months.”

At the same time, the organization launched a public campaign for Cuban citizens, inside and outside the Island, over 18 years of age, to sign the complaint through a form available on their website. In a guide released by the entity itself, it is indicated that complaints would be sent to the main institutions of the Cuban State and foreign diplomatic headquarters.

The campaign has been disseminated on social networks with the hashtags #DiazCanelRenuncia and #ElCambioEsYa.

Cuba Demanda defines itself as an organization that promotes a “peaceful transition” towards a “representative democracy” on the Island, and bases its initiative on what it considers the direct exercise of popular sovereignty.
