Unlike the last 30 years, now there is a political force with a qualified majority in both the Chamber of Deputies and the Senate, so it would be viable for the legislative coalition made up of Morena, PVEM and the Labor Party (PT). impeach a public servant.
In the 64th legislature, Morena, being a qualified majority in the Chamber of Deputies, promoted several impeachment proceedings, among them Rosario Robles.
It was approved in that Chamber, but when it reached the Senate it did not act as a sentencing jury nor determine the corresponding sanction, since it required a qualified majority. In the 65th Legislature not a single procedure was initiated.
Now, the president of the Investigative Section, the same one that initiates and substantiates the political trials, Hugo Eric Flores, from Morena, anticipated: “we are going to come with some surprises, because in this Legislature there are going to be political trials, that’s what we’re going to get away from.” to order us.”
Two weeks ago, the first impeachment requests were announced, promoted by the Labor Party (PT) against eight ministers of the Supreme Court of Justice of the Nation (SCJN), although President Claudia Sheinbaum has already ruled out Morena and allies endorsing that procedure.
Who processes political trials?
The Chamber of Deputies has a Jurisdictional Commission, responsible for carrying out the impeachment procedure for public servants who are considered responsible for omissions or punishable conduct established in the Constitution, the Federal Law of Responsibilities of Public Servants, the Federal Penal Code. and other provisions.
This Commission has 14 members, eight from Morena, two from the PVEM, one from the PT, one from the PAN, one from the Institutional Revolutionary Party (PRI), one from the Citizen Movement (MC).
From this group comes the Investigative Section, which is a collegiate body made up of four Deputies, its president is Hugo Eric Flores and is formed to resolve requests for declarations of provenance and accusations against a public servant.
Given that the impeachment trial is carried out as a formal jurisdictional procedure, the SI must carry out procedures, receive and review evidence, including confessional testimonies or witnesses, request expert opinions or require information, to prepare the opinion, which is sent directly to the plenary session of the Chamber.
These are the deputies who will have the cases in their hands, in the first part of the six-year term.
Hugo Eric Flores Cervantes, president. Founder and leader of the defunct Social Encounter Party (PES), a force known to have a religious character and which disappeared in 2018 due to lack of minimum voting, despite being part of the triumph of former president Andrés Manuel López Obrador.
Adriana Belinda Quiroz Gallegos. Deputy from Morena who was nominated by the PVEM, she is a lawyer and in 2018 she was deputy legal director and access to public information of the Secretary of Public Security of the government of the State of Tamaulipas. She was Coordinator of Recruitment and Institutional Promotion of the Federal Protection Service.
Gabino Morales Mendoza. He studied Public Administration, from 2018-2023 he was a delegate of Welfare Programs and before that he was liaison and single window coordinator of the Azcapotzalco delegation.
Germán Martínez Cázares. He is a lawyer, he has been a senator and this is his second time as a representative; He was Secretary of the Public Service in the government of Felipe Calderón, national leader of the PAN in 2007, General Director of the IMSS in the government of López Obrador, with whose government he broke.
Raúl Bolaños-Cacho Cué. He is a deputy of the PVEM and was a senator from the same party. He comes from a family of political pedigree, as one of his predecessors was governor of Oaxaca, a relative of former president Gustavo Díaz Ordaz, and his father, Raúl Bolaños Cacho Guzmán, was president of the State Superior Court of Justice.
