This tender is within the category called; “kitchen and dining utensils, porcelain products, glass and earthenware”. Two companies were benefited. The procedure implemented to carry out the call for bids was the bidding process.

Four companies presented themselves to the call, of which finally two of them were winners.
The companies awarded were GSM Servicios, owned by Víctor Gerardo Mendoza Benítez, for a value of G. 141 million, its participation as supplier represented 75% of the total awarded, and JV Servicios, owned by Sixto Javier Vargas Romero, for a value of G. 48 million with a 25% share of the total awarded.
According to military sources, this acquisition is carried out once a year.
It will be used by 3,500 second sergeants and conscripts. The Logistics Command will provide all units with items such as spoons, knives, forks, tureens, plates and more.

We tried to communicate with Lieutenant Colonel Carlos Colmán, head of the UOC 5 department of the Logistics Command, however, his secretary informed us that he was not authorized to give statements to the press.
We also communicated with the company GSM Servicios, however, a secretary informed us that Víctor Mendoza was in a meeting and that he could not assist us.
Sixto Vargas, owner of JV Servicios, did respond to our call. He affirmed that these are utensils that they also provide to the general public.
“They are nothing more than basic utensils, but there is no fixed amount that will be provided. It can be a thousand glasses or a hundred pots because it is an open contract. There is not even the contract yet. We cannot provide even so,” he stated.
He pointed out that only when they read the contract will they know the duration of the agreement, but he advanced that, in general, it is only usually between one year or two (annual or multi-year).
“We usually work with the Logistics Command. Also with other military units in the places that are needed. We provide iron pots, aluminum pots, transparent glass cups, a spoon, a knife, a fork, butcher, a colander”, he stated.
BACKGROUND OF THE FIRM
JV Servicios has won a total of 108 contracts with the State since 2016. This means the sum of G. 3,400 million in contracts. Most of them for the Logistics Command.
