ComexPerú: The situation of Essalud and the national health system cannot go any further

ComexPeru He expressed his deep indignation at the situation that Essalud is going through. The union stated in a statement that social security is marked by serious management deficiencies, inefficient and inhumane care for the insured, and recurring risks of corruption.

He argued that this reality forces millions of people to seek care outside the system that finances the formal companies where they work.

“The figures are clear: 4 out of 10 insured people do not seek care when they get sick or suffer an accident and, among those who do, the majority end up receiving care outside of EsSalud. As a consequence, the insured would have assumed more than S/26,000 million in expenses for care and medications not covered between 2019 and 2024,” the union indicated.

ComexPerú also indicated that Essalud is supported, to a large extent, by the contributions associated with the formal work of the private sector, channeled through companies.

For this reason, he emphasized that it is essential to strengthen the governance of the board and ensure greater and effective participation of those who contribute to the financing of the system, with the objective of aligning decisions with specific results for the insured: more access, less waiting, better care and greater transparency.

Currently, although Essalud depends on the Ministry of Labor, it is the Ministry of Health that must reaffirm its leading role in the National Health System and its commitment to the sustainability of services, especially in contexts where the complementarity that the private sector can make available to citizens is essential to expand the system’s response capacity, the union stated.

“The mechanism to guarantee timely access to health services is the benefit exchange. This must be a necessary public policy so that citizens are served where there is resolution capacity, regardless of the providing entity, whether public or private,” the statement stated.

They added that it is necessary to implement a trust that guarantees, in a transparent and predictable manner, payment to the providers participating in the exchange, ensuring the continuity of services and the protection of the right to health.

Reorganization

ComexPerú urged the Executive and the competent authorities to promote a comprehensive reorganization of Essalud, as well as the national health system, with immediate and measurable actions, including:

● Strengthen the governance of the Board of Directors, with effective representation, clear decision rules and accountability.
● Implement real meritocracy in appointments, with technical profiles and performance goals.
● Guarantee public-private benefit exchange.
● Strengthen successful programs such as Farmacia Vecina and Padomi Delivery.
● Expand the application of public-private partnerships in the sector.
● Recover the first level of care to decongest hospitals and reduce waiting times.
● Accelerate modernization and digitalization (appointments, medical records and telemedicine).
● Punish exemplary acts of corruption.

“The solution does not involve partial measures. Essalud needs a fundamental reorganization, and the national health system too, with solid governance, effective controls and total focus on the insured. The contributions of formal workers and employers must be translated into a dignified, timely and transparent service,” they concluded.
