Comex Peru expressed its concern about the situation of EsSalud and warned that patient care faces serious management failures, access problems and constant risks of corruption.
In its statement, Comex Peru pointed out that the health system is at its limit and that insured people receive inefficient and inhumane care.
According to the business union, these deficiencies force millions of people to resort to health services outside the system they support through their formal jobs.
The statement indicates that four out of ten insured people do not seek medical attention in the event of an illness or accident and that, among those who do, the majority end up receiving care outside of EsSalud.
According to Comex Perú, these deficiencies would have led the insured to assume more than 26 billion soles in expenses for medical care and uncovered medications between 2019 and 2024, a situation that — the union warned — directly impacts formal workers and their families.
The union recalled that EsSalud is largely supported by contributions from the formal work of the private sector, managed through companies, which is why it was considered key to strengthen the governance of the board and expand the participation of taxpayers in the financing of the system.
This statement maintains that benefit exchange is the mechanism to guarantee timely access to health services and that it should be incorporated as public policy.
In the statement, Comex Peru pointed out that this model would allow citizens to receive care where there is resolution capacity, regardless of whether the provider is public or private.
Along these lines, the union proposed the creation of a trust that ensures, in a transparent and predictable manner, payment to providers who participate in the exchange, in order to guarantee the continuity of services and protect the right to health.
The union also proposed reinforcing initiatives such as Farmacia Vecina and Padomi Delivery, and promoting the expansion of public-private partnerships in the health sector.
