The senator of Cabildo Open Guillermo Domenech publicly called for the dismissal of the director of the National Colonization Institute (INC) on behalf of the Broad Front, Andrés Berterrechefor his “manifest incompetence” in the complaint against the senator and leader of Cabildo Abierto, Guido Manini Ríos.
According to the legislator, the incompetence is reflected in the fact that Berterreche he was president and director of Colonization for several years, but “belatedly” discovered that “Manini is a colonist” –Domenech clarified that he cites Berterreche in this statement–. “It took him too long to hatch an inconsistent plot with his team”criticized the lobbyist.
Domenech explained to The Observer that “if for 50 years and all the years that Berterreche was there there was no interest, the INC and the director have been ignored”, and believes that “it is very curious” that no one has been concerned about Manini’s legal situation until now.
He added that, without having seen the report, the situation already seems “confusing” to him, and he criticized the “visual” examination of the land for a legal problem.

possible conjunction
Berterreche, together with a team from the INC, produced a report that, according to his statements, shows that Manini, his wife and Minister of Housing, Irene Moreira, and Manini’s father-in-law, Roque Moreira, have in their possession the padrón 511 of Artigasof some 2,856 hectares, which belongs to ColonizationSearch reported.
For its part, Manini denied this accusation in a letter, which if true could lead him to incur some irregularitiesfor voting laws that favor it in the private framework –two articles of Colonization of the Law of Urgent Consideration–.
According to the former commander in chief of the Army, padrón 511 was bought by the INC in 1970but when it was found that it could not be exploited commercially it was put out to tender, and acquired in part by Roque Moreira in 1971. Then in 1981, the institute transferred ownership to MoreiraManini explained.
Domenech ratified his “full confidence” in Manini’s word, “in the mistake and in the agreement.” In addition, he pointed out that the contracts “must be interpreted by the attitude” of both parties, and in this case “there was an attitude of disregard.”
The charge available
Berterreche maintained at a press conference on Monday that there is no proof that this transfer has taken placeand noted that he has “not the slightest doubt” that the land in question belongs to the family of Manini and Moreira. If it is verified that this is not the casewhich, according to Berterreche and the legislators of the Broad Front, is something that can be easily verified with the property title, He assured that he is willing to make his position available.
Despite the fact that if it is proven that he made an error, Berterreche would resign, Domenech affirmed that his intention is that he be removed from the position for the omission already committed. “What Berterreche does is on his account,” said the senator lobbyist.
The director of the INC clarified to The Observer that this inspection was not directed at Manini, but specifically at padrón 511in which “There are a number of irregularities that need to be regularized”he indicated.
In the press conference this Monday, Berterreche explained that the investigation It took about three months and three members of the board of directors, from the ruling party, vThey voted for the issue to be analyzed by the Legal division of the organizationsomething that the front winger did not support for maintaining that the evidence presented they were enough.
The director warned that the legal analysis also can last about three months in deciding whether the padrón in question belongs to the INC or not.
