Colonel Rafael Antonio Morales Herrero, of the Air Force, denounced before the Public Ministry that officers of the National Drug Control Directorate (DNCD) and the National Intelligence Directorate (DNI) are illicitly enriched with drug money.
Morales Herrero, who served as director of the DNCD Information and Joint Coordination Center, said he not only notified the Public Ministry of the situation, but President Luis Abinader himself, as a commander in chief of the Armed Forces.
Colonel Morales denounces corruption in the DNCD and the DNI
He assured that the existence of the framework at the highest level exposes the State Intelligence and Security Agencies, including the body created to combat drug trafficking, ID and PGR.
He explains that the complaint deposited with the attorney Yeni Berenice Reynoso and the Persecution Director, Wilson Camacho, includes documentary evidence, confidential reports and investigation request.
States that among the officers involved Luis Soto, director of the National Research Department (DNI), José M. Cabrera Ulloa, president of the DNCD, Alberto MontásArmy officer, among others.
He said that his complaint responds to the call of President Abinader, who motivated the population to denounce corruption “regardless of the rank or last name”, so that the competent agencies initiate the legal procedure.
Morales recounts how the supposed drug trafficker Roberto Saviñón (JC or Tulile), was released in 2016, after being arrested by a DNI unit.
Morales requests investigation after evidence
Ensures that from the DNCD they ordered the release of Saviñón, in exchange for A bribe of 350 thousand dollars and three vehicles.
He said that “JC or Tulile” was re -appeared in 2021, but that the case was hidden. In addition, in his complaint Morales Herrero alerts about the active presence of members of the Sinaloa Cartel, of the Jalisco Nueva Generación, the Albanian mafia, the Italian Ndrangheta, and the Mocro Mafia, who allegedly operate in complicity with military and government officials.
He points out that these criminal groups are settled in Juan Dolio, Boca Chica, Punta Cana, Cap Cana, Barahona, among other communities.
Bribes
The officer specifies that he documented the case involving Colonel Cristóbal Buys Rondón, who says he received money to facilitate drug trafficking operations in the Caucedo multimodal port, according to email attributed to Francisco del Rosario Puente (Toño Leña).
He points out that despite the evidence, the president of the DNCD, José M. Cabrera Ulloa, requested his permanence in office, in a clear inaction in the situation of X -ray machines at airports.
Morales Herrero points out that he was the victim of an internal operation to disqualify him as a possible future president of the DNCD, creating false audios, involving him with drug traffickers and disseminating them in manipulated versions to the Drug Control Administration (DEA) and the United States Central Intelligence Agency (CIA).
He also questioned the re -entry of Colonel Pedro Manuel González Peña, previously expelled for receiving bribes and whose reincorporation to the DNCD, his allegedly requested by Cabrera Ulloa.
