In the most recent plenary session of the Bogotá Council, a Draft Agreement was approved with which it seeks to reduce the number of trainees in TransMilenio through lto commutation of fines to people who have been penalized for sneaking into the system.

The idea is that this sanction can now be repay through community work or educational activities within the public transport system.
It should be noted that, according to official figures from the system, three out of 10 TransMilenio passengers evade paying the system. The Caracas and Carrera Décima trunk stations are the ones that register the most leaks.
Along with this, the project establishes that the system will have to promote and accelerate in the next 6 months the installation of turnstiles from floor to ceilingdoors and other elements that reduce the possibility of entering the system without payment and improper exit from the stations.

“TransMilenio is not a perfect system, but it is the one we have, and we need to guarantee that the hole in the Fare Stabilization Fund (FET) that we have in Bogotá does not deepen further. With this rule, we will have the commutation of fines and progress in the installation of floor-to-ceiling turnstiles”, assured the councilor Julián Espinosa, who is the author of the project.
Along with this, Espinosa assured that they are taking new steps to combat the culture of non-fare payment since there has been no effectiveness with the economic sanctions.
