The Secretary of the Presidency, Álvaro Delgado, will receive this Thursday at the Executive Tower delegates from all the parties of the government coalition, in the return of the schedule of political coordination meetings that, in more than a year, barely had a couple high-level meetings. The primary topic of discussion will be Accountability, which must be sent to Parliament no later than June 30.
The partners expect to receive, at least, some complementary details of the message from the Executive Branch, which is in the process of being prepared.
What is clear is that, in an austere surrender, the extraordinary resources available will go to education and, to a lesser extent, to security. What remains to be known is, precisely, the magnitude of this increase, which will be decisive when it comes to defining what perspectives the aspirations of the different parties will have if they are contemplated.
A key piece of information there will be the revision that the Ministry of Economy and Finance carries out on the growth projections for this year. The latest estimate indicated that GDP will grow 3.8% in 2022. In the coalition, an upward revision is taken for granted, on which the margin that the government will have for greater expenses will depend.
The partners will take advantage of the meeting to request a definition on a series of issues that were raised but for which there is still no definition. The clearest, the Cabildo Abierto’s claim to be integrated into the Electoral Court.
The position of those led by Guido Manini Ríos had previously been advanced by The Observer. This Wednesday, that political party will ask the government to express itself clearly.
“We intend that this issue be resolved before the Accountability begins to be discussed”, said deputy Álvaro Perrone. The lobbyists will put on the table at the meeting a short-term call to the General Assembly of Parliament and thus appoint four new political ministers of the Court, under the interpretation that for this only the votes of a simple majority are required.
The claim is that the representation of the Court reflects the results of the last national election, since the current configuration of that body comes from the last government period. The agreement is that Sandra Chá enters there, with which the Open Cabildo will win its place in the Court. The problem is that it will be to the detriment of the Colorado Party, which will lose one of its two political representatives.
The Colorados, in turn, affirm that the first substitution of the Presidency of the Electoral Court, today occupied by the front party member Wilfredo Penco, should be for the government coalition, and they claim that place. For that, a political agreement with special majorities would be needed, impossible to achieve due to the opposition’s obvious resistance to giving up that place.
“It’s just having the will” said Perrone regarding the claims of his party, which had previously requested a meeting with Lacalle Pou to raise the issue. If there is no progress, the legislator announced that his party will leave the special commission that, in the Chamber of Deputies, is discussing a new financing law for political parties.
“There is no point in putting together a plan to make democracy more transparent if we do not respond to what the polls said”, he pointed. Deputy Iván Posada (Independent Party) included the new usury law in the pending list, which the Executive Branch had declared a priority at the beginning of this parliamentary year.
The government coalition was inclined to agree on an alternative project, different from the one presented at the time by deputy Daniel Peña (People’s Party). According to Posada, the new text is ready, but for its approval the political definition of the National Party still remains.

President Luis Lacalle Pou summoned the bench of senators and deputies of the National Party for a meeting this Monday at the Suárez y Reyes residence, according to Bloomberg Line. It will be with an open agenda and the call does not set a specific topic. In any case, those summoned expect Accountability to be the dominant issue.
The last political meeting that the president held there, and which also brought together the entire government coalition, was to present the guidelines for an eventual reform of the social security system, an issue on which there have been no major developments so far.
