The Ministry of Management and Innovation in Public Services (MGI) authorized the appointment of a further 303 successful candidates for extra vacancies in the first edition of the Unified National Public Competition (CPNU), held in 2024.
The authorizations are published in the Official Gazette of the Union this Tuesday (18), in three MGI ordinances (nº 10,293, nº 10,294, nº 10,295).
The new appointments are for the following federal public administration bodies: Ministries of Agriculture and Livestock (Mapa); Health; and Management and Innovation in Public Services, in addition to the Indigenous Peoples Foundation (Funai), of the Ministry of Indigenous Peoples; and the Brazilian Institute of Geography and Statistics (IBGE), linked to the Ministry of Planning and Budget (MPO).
- MGI Ordinance No. 10,293/2025: authorizes the additional filling of 15 higher-level vacancies for the position of infrastructure analyst (AIE), a career created to manage large projects in the federal administration, working in planning, coordination, supervision, technical assistance and execution of large-scale projects and works.
Professionals in this category work in areas such as road infrastructure, water, sanitation, energy, mineral production, communications and regional and urban development, listed the Ministry of Management.
2. MGI Ordinance No. 10,294/2025 authorizes the additional provision of 173 intermediate-level vacancies in three strategic federal agencies:
· Ministry of Agriculture and Livestock (Mapa): 60 vacancies, 25 of which are agents for agricultural activities; 25 health and industrial inspection agents for products of animal origin; and 10 laboratory technicians;
· Funai: 38 vacancies for the position of indigenousism technician;
· IBGE: 75 vacancies for technicians in geographic information and statistics.
3. MGI Ordinance No. 10,295/2025: authorizes another 115 new higher-level appointments for the Ministry of Agriculture and the Ministry of Health, distributed as follows:
· Ministry of Agriculture and Livestock: 60 vacancies, including 50 federal agricultural tax auditors and 10 technologists working at the National Institute of Meteorology (Inmet);
· Ministry of Health (MS): 55 vacancies for technologists.

Next steps
With the publication of the three ordinances, the next steps include appointment by the respective federal public administration bodies.
Appointments depend on the existence of vacancies on the date of inauguration and proof of budgetary and financial adequacy, in accordance with the Annual Budget Law and the Budget Guidelines Law.
The measure ensures that the increase in personnel is compatible with the sustainability or “fiscal health” of the State, which means that the federal government can only appoint new employees if it has the budget to pay salaries.
Additionally, each department must verify the documents and compliance with the requirements by those approved, in order to guarantee the appointment of only those who meet all the requirements.
CNU 1: vacancies
The first edition of the Unified National Public Competition (CNU) initially offered 6,640 vacancies in 21 federal public bodies.
The vacancies were divided into eight thematic blocks, with opportunities for secondary and higher education candidates.
It was the first time that a single registration in a selection process model allowed the candidate to apply for more than one position, within the same thematic axis, which increased the chances of being approved.
At the time of registration, candidates were able to indicate their order of preference for the positions in the chosen block, in a possible call.
Another innovation was that the tests were administered simultaneously, in August 2024, in 228 cities across Brazil. Candidates took the tests within 100 km of their place of residence, which reduced the need for long journeys.
The measure reduced travel, accommodation and food costs for candidates, which made participation more democratic and accessible.
