CNDH recommendation to the SSPC for torture, disappearance and homicide

For the illegal retention of a man who was tortured and victim of disappearance and deprivation of life, committed by at least 14 elements of the National Guard (GN) in Vicente Guerrero, Durango, in March 2022, the National Commission for Human Rights Human Rights (CNDH) addressed a recommendation to the head of the Secretariat for Citizen Security and Protection (SSPC), Rosa Icela Rodríguez.

He requested full reparation for the damage; the creation of a mechanism to guarantee that the victim’s son can complete his studies at the basic, upper secondary and higher level, and that he collaborates in the processing and follow-up of the investigation file opened before the Office of the Attorney General of the Republic.

The man was arrested by elements of the GN, for which his mother went to the detachment of that authority to ask for him. The guards initially denied having carried out such an arrest, which they accepted after being shown a video showing the seizure, but they indicated that they released him. On April 6, 2022, the victim’s body was located. Before being killed, the victim was beaten multiple times, the CNDH said.
