CNDH directs recommendation to General Luis Cresencio Sandoval for mistreatment of military

Due to acts of torture and violation of human rights, personal integrity and dignified treatment against an element of the Secretariat of National Defense (Sedena), the National Human Rights Commission (CNDH) addressed a recommendation to the General Luis Cresencio Sandoval. The attacks were committed by personnel from the unit, with military command, in the 76th infantry battalion, in Hidalgo del Parral, Chihuahua, on June 14, 2020.
Recommendation 63VG/2022 originated from a complaint filed by the victim before the State Human Rights Commission of Chihuahua and forwarded to the CNDH as it falls under its jurisdiction. In it, the affected party indicated that in the facilities of the aforementioned battalion he was apprehended by an officer, who accused him of having links to drug trafficking and passing information

The CNDH confirmed that the evidence they leave no doubt that the acts of aggression were intended to incriminate the victim for illicit conduct
. Likewise, it showed that the Sedena assured that at no time was the person detained or made available to any authority. However, he acknowledged that the barracks officer imposed a disciplinary correction on the victim and 11 days later a senior surgeon issued a certificate of injuries.
The CNDH asked the Sedena to proceed to the immediate repair of the damage and to collaborate in the processing of the criminal complaint that is filed with the Attorney General of the Republic against those identified as responsible.
