Ten days after creating a special line of credit worth R$12 billion to help rural producers affected by climate change, the National Monetary Council (CMN) restricted access to credit operations for farmers and ranchers in Rio Grande do Sul. The body approved the measure in extraordinary meeting on Thursday (9)but the resolution was only released this Friday (10).
At the beginning of September, the government published the Provisional Measure 1,314/2025which created two special credit lines for the renegotiation of rural credit debts and Rural Product Certificates (CPR): one with an extraordinary credit of R$12 billion and the other with free resources from financial institutions.
Now, the CMN has restricted the line with R$12 billion to producers in municipalities in the state of Rio Grande do Sul that have declared a state of public calamity or emergency situation, due to climate events, in at least three years from January 1, 2020 to December 31, 2024. Producers from other states affected by climate events will be able to access the special line of credit with resources from financial institutions.

Special conditions
The lines establish special conditions for the renegotiation, amortization or settlement of outstanding debts, benefiting producers of all sizes, cooperatives and associations. At the end of September, the CMN regulated the provisional measure.
In a note, the Ministry of Finance explained that, proportionally, Rio Grande do Sul has been repeatedly affected by climate disasters.
“Rio Grande do Sul has been constantly hit by adverse weather events in recent years and, therefore, rural producers in that state have been offered various debt renegotiation measures with a view to recovering financial and productive capacity”, explained the ministry.
At the end of September, the Ministry of Agriculture and Livestock defined the methodology for calculating agricultural income losses by municipality. The ministry also released, at the end of September, the list of municipalities eligible for special credit lines. 1,363 municipalities were defined in the country, of which 403 are in Rio Grande do Sul, which represents around 29.5%.
The Ministry of Finance also explained that the volume of R$12 billion in the extraordinary credit line will be maintained in the Budget, as well as interest rates, credit limits and repayment deadlines. Presided over by the Minister of Finance, Fernando Haddad, the CMN is a collegiate body also composed of the president of the Central Bank of Brazil, Gabriel Galípolo, and the Minister of Planning and Budget, Simone Tebet.
