The National Monetary Council (CMN) approved the regulation of a financing line of up to R$6 billion for the purchase of new and pre-owned trucks, aimed at the sustainable renewal of the national fleet. The measure was defined in an extraordinary meeting this Friday (19).
Regulation allows banks to start offering the line of credit created by Provisional Measure 1,328published in Official Gazette of the Union on Tuesday (16).

What is the new financing line?
This is a line of credit created by the federal government to encourage the renewal of the country’s truck fleet, which is considered aging, with negative impacts on logistics costs, road safety and pollutant emissions.
The program also seeks to react to the drop in production and sales of trucks throughout 2025, the Ministry of Finance said in a statement.
What is the available amount?
The line will have up to R$6 billionauthorized by Provisional Measure, combined with BNDES’ own resources.
According to the Treasury, the measure will have no primary fiscal impactsince the financing is refundable, does not have a guarantee from the Union and has credit risk assumed by the participating financial institutions.
Who can apply for financing?
The program is aimed at:
- Transport companies and fleet owners;
- Self-employed drivers;
- Companies interested in purchasing new or pre-owned trucks.
THE maximum value of financing is R$50 million per borrower.
How will the credit be operated?
The line will be operated by the National Bank for Economic and Social Development (BNDES), exclusively indirectly, that is, through accredited banks and financial institutions.
These institutions are responsible for analyzing credit and granting financing.
What are the financing conditions?
According to the regulations approved by the CMN:
- The repayment period can reach 60 months;
- There will be a grace period of up to six months to pay the first installment;
- Interest capitalization is not permitted during the grace period;
- Financing requests can be filed until June 30, 2026.
The resolution comes into force this Friday.
Are there incentives for less polluting trucks?
Yes. According to the vice-president and minister of Development, Industry, Commerce and Services, Geraldo Alckmin, the program provides for more favorable interest conditions for trucks powered by electricity or biomethane, which tend to have a higher cost than diesel models.
What is the government’s objective?
According to the Ministry of Finance, the initiative seeks to:
- Reduce the average age of the truck fleet;
- Increase logistical efficiency;
- Reduce transport operational costs;
- Improve road safety;
- Mitigate environmental impacts associated with pollutant emissions.
Furthermore, the program aims to support the trucking sector at a time of slowing economic activity.
With the regulations approved, the government’s expectation is that financing will begin to be offered by accredited institutions in the coming months.
