The president of the Dominican Medical College (CMD), Waldo Ariel Suero demanded the intervention of the president Luis Abinader in the negotiations of the agreement between the Dominican government and the CMD regarding the salary increase of the medical staff.

He indicated that the space paid by the government on the agreement was a “precipitation” on the part of the executive director of the National Health Service (SNS), Dr. Mario Lama.
Suero classified as “blackmail” by Dr. Lama the statements in the statement that affirm that the CMD has a deadline until December 31 to sign said agreement.
“You are not going to blackmail the Dominican Medical College (CMD) by forcing it to sign an obligatory agreement,” he stressed.
Terms and conditions of the agreement between CMD and the Government
1) Make a salary increase for the doctors in assistance functions of 25%, which will be applied as follows: 10% in January 2025, 10% in July 2025 on the increase applied in the month of January, and 5% in January 2026, on the increase applied in the month of July.
The increase applies to doctors of the National Health Service (SNS), Ministry of Public Health, Self-Managed Hospitals, 911 and CONAPE, who are performing healthcare functions regardless of the number of appointments as healthcare physicians they hold. This increase will be applied to the base salary established for the position held.
The parties agree that a commission made up of the Minister of Public Health, the Minister of Labor, the Director of Budget, the Director of Pensions and Retirements and Medical College Dominican, for the purposes of assess the proposal of Medical College regarding salary compensation according to the law, of the doctors pensioners. This commission It will meet between January 15 and 31, 2025.
2) Continue the construction of the apartments of the Jacobo Majluta residential complex doctors.
3) Perform the salary leveling of the doctors COVID in accordance with the current SNS pay scale for doctors general.
4) Perform the salary leveling of the doctors of the Ministry of Public Health, whose position is linked to collective health programs and assistance services.
5) Recognize the right to a pension under Law 414-98, complying with the parameters indicated there, for those doctors assistance workers who work in hospitals self-management, hospitals SEMMA and the doctors who have acquired rights to retire at the time of the creation of the ARL, today IDOPPRIL, with the last salary earned and the incentives that have been applied reflected in their payroll, at the time of pension, such as distance, teaching and antiqueexcluding the incentives of productivity.
6) Increase the Incentives by Border Zone distance from 20% to 30% and those of Non-Border distance from 10% to 15%. This increase will be applied from the payment corresponding to the month of January 2025.
7) Increase the Incentives of the doctors in charges of Intensivists from 10% to 20%. This increase will be applied from the payment corresponding to the month of January 2025.
8) Increase the Incentives of the doctors in charges of emergencies from 10% to 20%. This increase will be applied from the payment corresponding to the month of January 2025.
9) Allocate 25 million pesos annually, at the time of the dispersion of the budget of the Ministry of Public Health, for the Institute of Social Welfare and Protection of the CMD (IPPS), so said institution will be subject to audits and supervision financial by the competent bodies, such as the Comptroller General of the Republic and the Chamber of Accounts; in compliance with the legal provisions that govern the matter, which indicates that private individuals or legal entities and non-governmental organizations that collect, receive or administer public funds or resources, or benefit from exemptions or any other privilege, will be subject to the supervision of public funds. The audit and supervision to which reference is made, only applies to the amount allocated as a donation by the State.
10) Apply the incentives by antique to the base salary, to the doctors with 15 or more years of service completed at the signing of this agreement and who are working in the SNS. If you work in two or more establishments, you must demonstrate that you have worked concomitantly in each one for 15 years to apply for the incentive in both health establishments, on each base salary.
11) Apply the incentives by antique to the doctors with 15 or more years in service who meet the criteria at the signing of this agreement in the hospitals of self-management.
12) Reduce the contribution to special plans transients of health services of the doctors pensioners and retirees from 6.4% to 3.2%.
13) Guarantee the right of doctors When it comes to retiring and pensioning, they can choose between State ARS and the ARS CMDas long as they are in the ARS CMD at the time of retirement. Decree 644-24.
14) The improvement of several hospitals: Luis E Aybar Complex, Father Billini Emergency, La Romana, San Cristóbal, Azua, among others hospitals.
