In his last public appearance, the Ombudsman Pedro Francisco Callisaya Aro referred to a survey carried out by the institution he directs on the increase in the prices of products of the family basket. Since when does the Ombudsman replaces the National Statistics Institute? What are your work methodologies? To talk about food is talking about a human right? What relates to the mandates of the Ombudsman, with his vision or his mission?
The answer is easy. The defender is lost, as is the whole of that entity since Evo Morales, Álvaro García Linera and Juan Ramón Quintana used it for their personal, supporters and official purposes.
A long time ago, the Ombudsman ceased to be a mediation bridge between the State and civil society. On the contrary, as the leader of the coca growers of the illicit circuit with cocaine graph, the Ombudsman was at his service such as other public administration distributions.
In the last three years, the lawyer Callisaya fills the institutional cover with his photographs next to defenseless women, children, indigenous people. The same happens with podcasts and other publications. Personal self -propasion, not institutional information.
Callisaya worked for several years at the Ombudsman. He supported the United Nations High Commissioner for Human Rights between 2006 and 2017. That entity, as we wrote on other occasions, closed the eyes for dramatic issues such as repression in Chaparina. His representative Denis Racicot acted permanently in defense of Evo Morales; Even in 2019 when he no longer exercised in Bolivia and international spokesmen amplified the narrative of the “coup d’etat”.
The Documentaries of the Ombudsman only show a part of the post -electoral conflict of that year without investigating the activity of the Paramilitary Groups of the MAS and the violence against journalists or against former defender Waldo Albarracín.
Callisaya was part of the discredited Departmental Court of Justice of La Paz until 2021. He was elected defender by the Plurinational Legislative Assembly with a massive majority.
Nadia Alejandra Cruz Tarifa happened to the interim. His internship had to last 90 days, but he stayed three years. Among his most controversial actions was his participation in the Cabildo in El Chapare, where he harangued the “brothers” cocaleros. He worked alongside Morales’s lawyer, Néstor Cox. Their actions were assumed as partialized, which at the same time caused citizen reactions against them, some violent. The IACHR of the OAS came out in its defense. The IACHR was also considered partialized by the MAS. He later held a position in the administration of Luis Arce as Vice Minister of Equal Opportunities along with Iván Lima.
The other defender was David Alonzo Tezanos Pinto Ledezma, whose actions were contradictory. He had to give up for accusations of violence in the domestic sphere. He used the Ombudsman offices to count his infidelities.
The last defender who tried to maintain the independence of the entity was Rolando Villena, despite the pressures of President Morales himself and his ministers.
In the last 10 years, the institution did not fulfill its role. Instead, he enlarged his bureaucracy. It is limited to workshops, to issue communications, to sign agreements without achieving real incidence or changes in the government repressive apparatus.
The truly efficient actions are fulfilled by the defenders of the municipalities that act in a timely manner to address cases of violence against children, women and police and military abuses.
The State would save many items.
Nor does the Food Production Support Company (Emapa), created to encourage production and mediate between producers and consumers. Another case of failed bureaucracy. Those responsible do not issue real reports, instead housewives find that this role is best for the market. It is an issue that will surely be audited in detail in the next management.
The next government will find a number of stationery, banners, shields with the logo invented by the Pachamamists to replace the national emblems. How much was it spent? What companies benefited? Who did the contracts? What cartoonist won a merit contest?, Etc.
The restructuring must be complete in the Ministry of (No) culture and in the Cultural Foundation of the Central Bank, converted into an agency of mediocrity. Many officials and consultants attached to the MAS will have to look for other pastes.
