Next week, on the 6th and 7th of November, leaders, heads of State and heads of Government will meet in the city of Belém for the Climate Summit. According to the Minister of Environment and Climate Change, Marina Silva, this will be the moment when world leaders will give the “term of reference” so that delegations can conduct negotiations at the 30th United Nations Conference on Climate Change (COP30), between the 10th and 21st of November.

Although in the last two COPs, in the United Arab Emirates and Azerbaijan, the meeting of heads of state also opened the conference, this high-level meeting could take place at other times.

“A mobile tradition has been agreed to be at the beginning, middle or end of the COP. Each of them has a meaning”, explains Marina Silva.

In Brazil, for the first time, this moment will be moved from the official COP calendarbut will fulfill the role of guiding and promoting the negotiation stage.

The summit’s schedule includes a plenary session that will be opened by President Luiz Inácio Lula da Silva, on the 6th, and which will remain open until the end of the 7th or when the national speeches of the registered leaders end. There will also be thematic sessions on both days.

According to the Secretary of Climate, Energy and Environment of the Ministry of Foreign Affairs, Ambassador Maurício Lyrio, the thematic sessions will be opened by a lunch led by President Lula, on the afternoon of the 6th. The theme of the first session will be the Tropical Forests Forever Fund (TFFF).

The president of Brazil will lead three more thematic sessions, one on the 6th on Forests and Oceans. On the 7th, in the morning, the theme will be energy transition and, in the afternoon, the meeting will discuss the 10 years of the Paris Agreement, Nationally Determined Contribution (NDC) and financing.

“All leaders will have the possibility to give a speech in the plenary and later also participate in one or two of the thematic sessions. So we are distributing the leaders to participate in the sessions that will have an average of 40 leaders. This is being negotiated with each government”, explains ambassador Maurício Lyrio.

Since the 5th, the Brazilian presidency of the COP will promote an agenda of bilateral meetings, which will only be announced on the day, but according to the ambassador, it has already been confirmed that the United States and Argentina will not send a delegation to the summit.

According to Maurício Lyrio, of the confirmed delegations, 57 world leaders will be present.

“For reasons of diplomatic security protocol, we did not disclose the names in advance, but we will have a very significant presence of leaders. Especially with this confirmation of 143 delegations, the fact that the summit will be very representative of the international community.”
