Unfortunately, I see the obligation to make this short note to express two or three topics that are sincerely worrying and a lot. I have to point out that with each passing day the Institution is seen more at stake and the guarantees of minorities are in check, these are not respected. We can also add that we have noticed an escalation of attacks from some Councilor to citizens who come to participate in the sessions that are open and public.
In the first place, highlight that we gave you the vote of confidence to occupy the place and responsibility that you have today, today you must represent all the Councilors of the body as its President, we express our political confidence to carry out this task. Remember or look up the minutes of that day and you will be able to confirm what I say. In this sense, you are the highest authority, one of your responsibilities is to lead the table and you must guarantee the correct functioning of the sessions, you must enforce and comply with the regulations, which we understand many times do not apply to everyone in the same way.
We must point out that this regulation has been from day one, in this period of the new legislation, a restrictive document in which we were never consulted and it was imposed on us by the previous legislature days before completing its functions. We point out that it is totally arbitrary and undemocratic, it creates enormous obstacles and does not guarantee discussions, we are unable to deal with the issues responsibly, it prevents us from expressing the concerns of the neighbors whom we also represent.
In addition, we must point out and reiterate that you are the authority at the table supported by the officials who must carry out the administrative tasks and advise you on any query that you and/or the Ediles body requests. And here we ask you to appeal to your sincerity and good judgment, we know this does not happen, the constant interference of Mrs. Secretary General generates a strange climate, we know that the constant murmuring, “signs and grimaces” that she expresses do not help at all. We see and know the pressure that she constantly receives from the official who holds this political position, pressures that increase because she is, in turn, the president of her party. Today we can confirm the great mistake of not respecting the functional career and the effort of officials to get to carry out such responsibility. Since the beginning of this legislature, with a restrictive regulation imposed, added to a political position that goes beyond the proper functioning, plus the arbitrary withdrawal of two advisory commissions to the Bancada del Frente Amplio and an endless number of things have achieved that the climate It is not the best, this should be analyzed. These attitudes do not ensure the rights of minorities at all, let me even remind you that they have repeatedly prevented requesting the reiteration of requests for reports, they have blocked calls to the room, for example the one related to the Municipal Council of
Colonia Miguelete, all this and more in a sum of facts that I repeat again, do not generate the best political climate. Without forgetting other corridor attitudes that have questioned us in internal affairs and have wanted to “challenge” us as if we were children.
The provocative attitudes are increasing and we see how some mayor of his own bench has secretly attacked citizens who agree to witness the sessions, you cannot allow these attitudes anymore and that they are addressed in this way to the people who agree to the bars and they are questioned that they use a cell phone and transmit the sessions. Is it not possible, something prohibits it? If so, please send the documentation that supports it, we must be careful with these attitudes and preserve the institutions.
Incredibly, we can add the new “strategy” where ordinary sessions are not held, not respecting Law No. 9515 article 6.
Mr. President, I ask you and probably some other mayor shares this vision or not, but we must sincerely try to find a way to ensure the rights of minorities, we must allow discussions of the issues raised to take place and a healthy debate Help improve the files or the proposals that often arise, some of which must be attended to immediately.
I repeat, I understand the pressure you receive from some councilors of your party, from the president of your party, but I repeat that you, in your capacity as President, must guarantee the functioning and rights of all, if you understand that you cannot do it, really think about whether you can go ahead with your responsibility.
Remaining at your disposal, this is a political issue, not a personal issue, and it should be treated that way.
