Until Monday’s official announcement, Brugada had only revealed that Pablo Vázquez will remain at the head of the Secretariat of Citizen Security (SSC); he is an official close to Omar García Harfuch, the next Secretary of Security and Citizen Protection of Claudia Sheinbaum’s cabinet.
This ratification sends the signal that the City Security will be under the control of García Harfuch himself; additionally, it has been suggested that a new way of working for the Sheinbaum administration will be to directly approve from the presidency those responsible for public security in the states, in which they are under the Morena flag.
On that subject, the elected head of government, Clara Brugada, has announced that, in addition to continuing with the security strategy implemented during the administration of Claudia Sheinbaum, she will launch a program called Vision 360This platform will allow real-time monitoring of crime rates, providing officials with the data necessary to design specific strategies in each municipality, colony, town or neighborhood.
David Saucedo, security expert believes that the continuation of the strategy to combat crime implemented in the capital with an official who comes from the current administration is a good idea.
“I believe that in Mexico City there are tangible results in terms of security and changing the plan or appointing a new head of Citizen Security would generate a new learning curve, which could delay the evaluation of its effectiveness,” he argued.
With this example, Gustavo López Montiel recommends that Brugada not only appoint people with experience in each area but also select profiles that can unite Morena in the city.
“It is a much more closed group in terms of the various actors that make it up and the alliances that make this government viable. The previous heads of government had been isolated, such as Miguel Ángel Mancera, Marcelo Ebrard, and (Andrés Manuel) López Obrador himself; on the other hand, Clara Brugada is part of a group and in order to govern the city she has to give in to other groups, many of them in conflict with Morena,” explains the academic.
For the experts consulted, the appointments made to the heads of the Secretariats of Economic Development (Sedeco) and the Secretariat of Labor and Employment Promotion will be relevant in light of Brugada’s campaign proposal to promote “a city of middle classes”; given that it is expected that these agencies will implement actions to attract investments for the city and encourage the creation of jobs.
Also, they detail, the Secretariat of Inclusion and Social Welfare (Sibiso) will gain importance, with new programs proposed by Brugada such as ‘From the cradle’ aimed at boys and girls in their first three years of life.
At the same time, there will be a commitment to fulfill the promise of providing a universal citizen income to people aged 57 to 60, as well as expanding the Welfare Pension for Older Adults to men aged 60 to 64, a benefit announced by Sheinbaum at the federal level but only for women.
The Department of Public Works will be vital to fulfill the commitment of the next head of Government to build a total of 100 Utopias in the city, in addition to mobility projects such as the construction of the five new Cablebús lines that she promised in the mayor’s offices: The municipality of Tlalpan, Magdalena Contreras, Cuajimalpa, Alvaro Obregon and Milpa Alta-Xochimilco are the municipalities of the same name.
He will also be responsible for completing projects inherited from the Sheinbaum administration – such as the renovation of Metro Line 1 – and even from Miguel Ángel Mancera – such as the expansion of Line 12 Mixcoac-Observatorio and the Interurban Train – during the Brugada administration.
