The Civic Forum rejected the Bill on the Control, Regularization, Action and Financing of Non-Governmental Organizations that was approved this week, in the first discussion, by the National Assembly (AN) of 2020.
The organization warned this Thursday, January 26, in a statement, that the project was designed “in clear violation of the human rights of freedom of association, participation and citizen action in public affairs. It is also worrying that the presentation of said instrument has been accompanied by an official discourse of stigmatization, discredit and unjustified criminalization of NGOwhich have been constituted according to the current norm.

In this sense, the Civic Forum requests the United Nations High Commissioner, Volker Türk, who is visiting Caracas, “to take all the necessary steps before the national authorities to ensure guarantees for the exercise of the rights of free association and citizen participation in public affairs, as well as respect for the rule of law, in strict compliance with the Constitution of the Republic and international human rights covenants, of which our country is a signatory.
Likewise, the urgency of designing and implementing, together with the broad and diverse spectrum of civil society organizations, an agenda to defend the human rights of Venezuelans is highlighted: «An agenda that promotes the identification of areas of possible agreements, aimed at guarantee their exercise and enjoyment”.
The Civic Forum also requests the High Commissioner, for transparency and the right to information, “continue demanding that the authorities make public the text of the memorandum of understanding signed with his office, in order to enable effective monitoring of the agreements by part of civil society, and especially of the victims of human rights violations”.
In the same way, they ask Volker Türk to monitor closely so that the comprehensive mandate of the United Nations is fully fulfilled, “actively working to achieve a balance between the component of protection of human rights
human resources and technical assistance, adding the joint work of international mechanisms. For the Civic Forum this,
could have a very positive effect in the event of non-compliance by the State with regard to the recommendations issued in this area.
They also advocate for the visit to the country of United Nations special rapporteurs and procedures related to the rights that have been violated according to the reports they handle. “In the same way, we request the good offices of the High Commissioner so that the Venezuelan State can update itself with the pending reports before the Treaty Bodies, such as the Committee against Torture and the Committee on Economic, Social and Cultural Rights”, point.
Another aspect required by the Forum is to “decidedly support” the reports of the UN Panel of Experts and the European Union Electoral Observation Mission so that the right to participate expressed in upcoming electoral processes is truly fair and that through the exercise full of our sovereignty, “we can build an institutional scaffolding recognized by all”.
