“The national experience shows that the states of exception and urgency purchases, if they are not accompanied by independent transparency and control, have historically been fertile terrain for waste and corruption,” he insisted.
He urged the government and control agencies to ensure that the presidential provision does not become a new channel of undue privileges and overvaluations to the detriment of citizenship.
Measures
Citizen participation demanded from the Government to adopt urgent measures, among which are: transparent to the EDES, forcing them to publish execution reports, operational indicators and financial statements monthly.
He demanded to depoliticize the electricity sector due to the magnitude of its operations and the little transparency with which it has been handled, that sector has been refuge and free field for corruption, the use of political activists and influences.
He suggested independent audits: external reviews of energy purchase contracts, loss management, investments in edes and fraud detected, such as the case of edeeste.
In addition, redefine the subsidy policy, prioritizing focused schemes such as Luz Bonus through the Single Beneficiary System, (Siuben), so that resources reach vulnerable homes and not to unsustainable operational deficits.
