Circulates plan to incorporate 16 agencies into secretariats

Adjustments in 44% of the first circle of the President

A year and a half ago, the federal government began the analysis to incorporate various decentralized, decentralized agencies and internal areas into different State Secretariats, and thus comply with President Andrés Manuel López Obrador’s approach to reduce bureaucracy, pay for budgetary austerity and avoid duplication of functions.

Government sources told the day that once the project was approved, public entities would disappear or be assimilated. They pointed out that at least twenty organizations, including Conapo, Conapred and the Executive Secretariat of the National System for the Protection of Children and Adolescents (Sipinna) have repeatedly submitted reports to secretaries and undersecretaries to assess their functions and justify its permanence in the current terms.

Last night, an unsigned draft bill was circulated, presumably by President Andrés Manuel López Obrador, which contains a proposal to simplify and update public administration.

The document, of 20 pages, adheres to article 134 of the Constitution that establishes the management of public resources with respect to the principles of efficiency, economy, transparency and honesty. The content of the draft decree highlights that there are 16 agencies that will be assigned to Secretaries of State or public agencies.

Among the main movements, the extinction of the Technical Secretariat of the National Anticorruption System is contemplated, establishing its functions in the Coordinating Committee of the Executive Commission, which may have sufficient tools and mechanisms to carry out its responsibilities.

It is also mentioned in the text that the Conapred passes to the Interior; Inapam and Conadis will form part of the Welfare Secretariat. The Injuve, to the Work. The National Institute of Ecology and Climate Change to Semarnat.

Based on said information, representatives of the dependencies have spoken with the Ministry of Finance and Public Credit to evaluate the budget viability of the adjustments. Officially, the final agreement to reorganize the federal public administration has not been reported and the Presidency reported that the legal consequences are being studied.

Last December, after a thorough analysis of its internal structure and that of its decentralized and decentralized bodies, Semarnat reported that it will absorb the powers and personnel of the Institute of Ecology and Climate Change, while the Mexican Institute of Water Technology (IMTA ) will become part of the Conagua structure.

Yesterday, IMTA workers demonstrated against the disappearance of the organization and in defense of the labor rights of more than 300 employees.

Yesterday, the President insisted that the Sipinna should be part of the DIF; and on repeated occasions it has spoken out because Conapred is part of the human rights area of ​​the Interior.

One of the bodies that was contemplated as part of the administrative reengineering is Comar. Two years ago he was outlining himself to join the INM, but given the uptick in refugee applications, this decision has been reconsidered.
