After more than two years from the beginning of the investigations, the truth will come to light.
The final report of the Chinese companies investigating commission would be voted in Plenary next Thursday 14, after more than two years of investigations.
The document detected irregularities in most of the 93 contracts signed by 13 Chinese companies with the Ministry of Transportation, between 2018 and 2022.

The document has gained new relevance after, last Sunday, fourth could reveal that the Sama road consortium – conformed by China Gezhouba Group and the Peruvian company construction and conservation of the North SAC – obtained the good Pro to build the Boca del Río road in Tacna, a work valued in more than S/ 600 million.
The selection process generated controversy. The three finalist companies – all Chinese – presented identical economic offers and obtained the same technical score. That raised suspicions about the transparency of the contest.
China Gezhouba Group, the winning company, drags a history. Accusations for abandonment of works, delays in projects such as the Huamachuco hospital and a mitigation work in Cañete. In addition, it has a coercive debt with the SUNAT for S/ 151 thousand.
13 Chinese companies investigated
And there are more: China Gezhouba Group is one of the 13 companies investigated by the aforementioned commission of the Congress.
The report found irregularities in contract No. 176-2020-MTC/ 21, signed on September 25, 2020 for an amount of S/ 63′556,105.85.

According to the investigations, “the work is in the process of execution”, with a financial advance of 88.31 %, but a physical advance of only 75.63 %. This difference of 12.68 % is equivalent to S/ 8′508,936.66.
To this is added a contractual increase of S/ 3′570,791.82, whose “supporting documentation has not been evidenced”, which generates a possible economic damage of S/ 12′079,728.48.
The file warns, among other things, “the lack of transparency of the process since the publication of the list of participants has not been found.”
To this are added irregularities in the execution, such as an uninformed subcontracting to the entity, which remains unpaid by the Samegua road consortium. This situation would have been denounced by the subcontractor Team Atenuz SAC
Responsibilities of three governments
The final text, prepared by the Congress Investigation Commission chaired by Héctor Valer, reveals a plot of alleged irregularities in the award of 93 contracts to 13 Chinese companies.
The events would have occurred between 2018 and 2022, during the governments of Martín Vizcarra, Francisco Sagasti and Pedro Castillo.
Among the anomalies identified in the execution of the works include the abandonment of works, the systematic rotation of legal representatives, the lack of fiscal domicile and unpaid obligations with suppliers.
According to a report from Peru21 Of the date, the document raises administrative, civil and criminal sanctions against 34 public officials, in addition to a possible constitutional complaint against former president Martín Vizcarra.
According to the investigation, Vizcarra would have “armored” Chinese companies through the so -called Moqueguano group, installed in the MTC from their government.
During its management, 54 contracts were granted for more than S/ 3,951 million.
The material collected by the Commission includes responsibilities in the governments of Sagasti (13 contracts for S/ 1,759 million) and Castillo (17 contracts for S/ 1,771 million).
The alleged payment of bribes by Chinese construction companies to officials linked to Vizcarra is not ruled out.
Recommendations
The result of the investigation proposes: a constitutional complaint against Vizcarra for alleged violation of the constitution and crimes of corruption; that the Prosecutor’s Office and the Comptroller investigate the officials involved; possible administrative sanctions for public servants who facilitated contracts; and the review of the contracts in force with Chinese companies by the Executive.
Among the companies investigated are China Civil Engineering Corporation, but nohydro corporation limited, China Gezhouba Group and China Railway No. 10, the one that received the most money: S/ 1,825 million.
In May 2024, the Plenary authorized the democrado of the report. A month later, in June, the debate was suspended at the request of the Popular Force. Since then, it was not included again on the agenda.
The president of the commission, Héctor Valer, told Peru21 that the report is on the priority agenda of the plenary of August 14 and that that day will ask that the vote be resumed.
Although he did not rule out asking for an extension of time to quote the representatives of the Chinese companies, who never came to declare.
