PNP General Manuel Farías, head of the Piura Police Region, expressed his displeasure after what was stated by the president of the National Council of INPE (National Penitentiary Institute), Federico Llaque Moya, who indicated that it has not been proven that the numbers found in the Piura prison are the result of extortion.
The head of the police region of this region referred to Llaque’s statements. “Everyone draws their own conclusions. (…) Anyone believes that the inmates are pretty little angels. I have always said and I confirm it, the criminal will never be rehabilitated, never, because we have antecedents (former inmates) who have fallen again and we have had it and you know it, (the journalists) who left the prison and was captured again. And we have transferred 13 people (prisoners), because they were extorting in the prison, confirmed by the Divincri,” said PNP general Manuel Farías.

He added that, after geolocation, the calls come from the prison. “(…) In geolocation, (the calls) come from the prison phones. Why do you think they have so many chips in the prisons when the operations are carried out? For what? To call each brother and each one has a chip or what? No way! They should be a little more realistic about what is happening in crime. Although it is true, they do internal rehabilitation work, but when they go out on the street, they forget. It could be a training center, continue committing crimes and, who pays the consequences? The citizens,” he said.
During his visit to Piura, the president of the National Council of INPE, Federico Llaque, questioned the use of the telephone number to extort the mayor of La Unión, despite the fact that it was found on a list in the prison.
“We have not been informed that these numbers are the result of extortion,” Llaque said.
