The MTC continues to be one of the main headaches of the Executive. had already been warned great challenge that awaited the current Minister of Transport and Communications, Paola Lazarte Castillo, upon taking office; given that he would have to carry out a real purge in a sector that is plagued by bad elements that have been accumulating in the last ministerial efforts, through which characters such as John Silva, Geiner Alvarado, Juan Barrenzuelawho face serious charges for criminal organization, even with a Vice Minister like Mr. Luis Rivera Perezwho had to be dismissed after being sentenced to six years in prison for corruption in the full exercise of his duties.
Although the removal of some officials who did not meet the minimum technical profiles and who had been appointed in the management of Pedro Castillo has begun, in other cases they have not been removed, but rather people with a questionable recent past have been summoned , as is the case of Carlos Revilla Loayza, who was appointed Chief of Staff at the MTC.
It is necessary to remember that Revilla was the executive director of Provías who was in charge of awarding the Tarata Bridge; as well as for the contractor and supervisor company in that case, which was one of the first and main cases of corruption that reached former President Castillo.
The construction of the Tarata Vehicular Bridge over the Huallaga River, Mariscal Cáceres province, in the San Martín region, allowed the delivery of S/232 million to businessmen favored by Pedro Castillo, which occurred after Karelim López, representative of the consortium that Finally, he was the winner, he met in the Government Palace with Castillo and the Secretary General Bruno Pacheco.
The scandal was of such magnitude that the fugitive ex-minister Juan Silva had no choice but to remove Carlos Revilla from office and the supervision of the Tarata Bridge had to be annulled.
However, in the Ministry of Transport they have had no better idea than to designate Revilla as chief of staff in the MTC and in this way he can continue managing Provías with the most important budget in the State.
“The Moqueguanos”
Revilla comes from the group called “Los Moqueguanos”, which together with Edmer Trujillo Mori, Carlos Estremadoyro Mory and Jorge Salinas Cerreño, were placed in key places due to their proximity to former President Martín Vizcarra. All were removed in the transitional government of Francisco Sagasti. Strangely, in the current administration of Minister Lazarte Castillo, these questioned characters once again gain importance.
In the case of Jorge Salinas Cerreño, president of the Corpac Board of Directors, the unionized and non-unionized professionals and career technicians of that entity have stated that his permanence is unsustainable. They warn that he was previously dismissed as Chairman of the Corpac Board of Directors due to his mismanagement and in the midst of criminal and administrative complaints for directing him in bidding processes, in addition to his zero experience in such a specialized sector.
The only explanation for him to continue in office is his closeness to former President Martín Vizcarra and Carlos Estremadoyro, precisely the former Minister of Transportation in Vizcarra’s management. The latter is not currently in a position in the State, but is linked to the company DOHWA Engineering LTD together with Carlos Fernández Casado, which are part of the Supervisory Consortium of the Tarata Bridge that Carlos Revilla awarded.
In communication with the newspaper La República, the MTC press office maintains that “it is not true that the contract for the work was signed during the management of Eng. Carlos Revilla Loayza, since his resignation occurred on 10.13. 2021″.
Likewise, regarding the awarding and signing of the supervision contract, it specifies “that the signing of the contract for the execution of the work Construction of the Tarata Vehicular Bridge- Public Tender No. 002-2021-MTC/21 took place on 10.14.2021, that is after the cessation of ing. Carlos Revilla.
Likewise, it warns that “engineer Revilla is not included in any investigation process related to the case of the Puente Tarata, nor to any other judicial process.”
However, in no paragraph of the article does it say that the engineer Revilla signed the contract for the work, what is noted is that he was in the award process. Regarding the supervision contract, it should be noted that the MTC reported on September 13, 2021 on its website that “the Tarata Supervisor Consortium is the winning company and that it will be in charge of supervising the execution of this mega work on the Huallaga river ”, that is to say when Revilla was in full exercise of his functions (resigned on October 13). It should be noted that on January 3, 2023, Provías Decentralizado, a body attached to the Ministry of Transport and Communications (MTC), declared the nullity of the contract for the supervision service of the construction of the Tarata vehicular bridge over the Huallaga river, province of Mariscal Cáceres, in San Martin.
