Since 2019, the controversial television host Andrés Hurtado, better known as ‘Chibolín’, has been the agent of the most powerful Peruvian drug lord of the 80s and 90s, Demetrio Chávez Peñaherrera, alias ‘Vaticano’, who denounced the former Intelligence adviser, Vladimiro Montesinos, of asking him for money so that he could transport cocaine shipments, in small planes, from the towns of Uchiza and Tocache, in San Martín, to Colombia.

This was revealed by the Cuarto Poder program in a report in which it shows the power documents between Hurtado and Chávez Peñaherrera. According to them, ‘Vaticano’ handed over its representation to him three years after leaving the Miguel Castro Castro prison after having been imprisoned for 22 years for illegal drug trafficking and falsifying documents against the State.
The power granted by the Vatican to the TV host is to carry out 14 types of procedures as a legal representative, including notarial proceedings, opening companies, managing movable and immovable property without any limitation, carrying out banking procedures (such as requesting credit cards, debit cards and secret codes) and to act as a manager or representative in the media.
Lawyer Walter Palomino told the program that the power of attorney would be “a legal relationship of representation.” It was also revealed that Hurtado’s business partner, César Mercado, obtained contracts worth almost S/60,000 until 2020 in Migraciones, an entity that was then directed by Roxana del Águila, involved in the Siucho case.
