O government program by the candidate for the Presidency of the Republic by União Brasil, Soraya Thronicke, presented to the Superior Electoral Court (TSE) has 73 pages and is divided into ten main axes: economy; education, science and technology and innovation; health; social assistance; sustainable environmental development; agriculture and food security; civil defense – fire department; public security; sport; and culture.
Thronicke’s priority will be tax reform, with a focus on unifying federal taxes. The candidate’s plan proposes the adoption of the Single Federal Tax (IUF), which will condense 11 federal taxes into one, levied on financial transactions. Also according to the proposal, the IUF will distribute the tax burden with greater social justice, reducing the incidence on salaried workers, the middle class and formal companies.
The document also predicts that the country should review the agribusiness production chain model, considered the flagship of the economy in Thronicke’s government plan. The proposal contemplates the implementation of a policy to solve problems “among the demands of agribusiness, which must be increasingly privileged, but in line with the environmental issue”.
In the environmental area, the plan argues that the National Congress should “necessarily” review environmental policy and the issue of conservation units, indigenous and quilombola areas, making them “generators of wealth and capable of producing strategic food and minerals”.
Also according to the text, the rare earth and mining market will be regulated and the management of Brazilian mining will be a State priority. The Constitutional Financing Fund of the North (FNO) will be expanded and applied to the growth of the green economy and biodiversity. The reduction of deforestation and the recovery of degraded areas are also planned.
In the area of education, the program highlights the implementation of a national project for pedagogical and technological training for teachers, in addition to the increase in remuneration and technical pedagogical qualification.
In health, the text advocates improving care and guaranteeing citizens’ access to public services and investment in the universalization of services of the Unified Health System (SUS).
In terms of food security, the document also provides for the elaboration of a national strategy to strengthen family farming. The plan aims to make Brazilian family farming an international benchmark in terms of quality and productive capacity.
In public security, the candidate’s project aims to invest in intelligence and in the integration of data and governance models, in order to speed up state actions. Thronicke wants to expand the autonomy of the Federal Police so that the corporation can act without interference from the federal government. A fixed term of office of two years will also be established for the director-general of the body, who can only be removed for misconduct or manifest insufficiency of performance.
