Chavismo advances in the persecution and suffocation of non-governmental organizations. The pro-government majority in the 2020 National Assembly (AN) approved, in the first discussion, the Bill for the Inspection, Regularization, Action and Financing of Non-Governmental Organizations (NGOs) and Related Organizations.
In the January 24 session, Diosdado Cabello, deputy of the United Socialist Party of Venezuela (PSUV), presented the project that he had announced days ago on his VTV space. with the mallet. He asserted that the initiative is a response to an “irregular situation” that has occurred in the country, “coincidentally with greater force” with the coming to power of the ruler Nicolás Maduro.
From the rostrum of speakers, he assured that behind the NGOs there are faces and political parties and that if the names of the people who run them are reviewed “we will see that they are people who are like kings, who spend their time traveling.” The also first vice president of the PSUV branded these organizations as “appendages of organizations that operate to guarantee imperialism its operation throughout the world.”
He added that, although NGOs began to operate in the country for humanitarian purposes, currently “almost all” have to do with the political sphere and seek to generate destabilization. He pointed out that it is estimated that there are some 62 NGOs in Venezuela that seek financing from organizations in other nations.
For Cabello, it is necessary to create legal mechanisms for organizations to be held accountable because “it is not an option to sit idly by in the face of an attempt to hand over the country’s wealth to imperialism.”
The draft bill, which he was able to access SuchWhichestablishes in its article one that aims to establish a uniform system for its creation, registration, organization, operation, administration and development, as well as to guarantee transparency in its economic and financial management, including the sources of its financing.
“These are subject to the application of this law, as well as the norms and regulations of sub-legal rank that will be issued based on it, natural and legal persons of public or private law, national or foreign, who carry out activities in the Bolivarian Republic of Venezuela, that acquire through legal means or in fact, the form of social organizations, non-governmental organizations, foundations and non-profit civil entities, that develop non-financial activities, including those carried out through electronic means. Those subjects are excepted that, due to the nature of the activity they carry out, are governed by special legal regulations, as well as those subjects that are expressly exempted from the regime provided for in this law”, reads article two of the project .
Opposition vote saved
The bill was approved in the first discussion by an evident majority. The opposition bench saved their vote because they were completely unaware of their objective, they alleged. The representative of the Democratic Alliance, José Brito, informed that, minutes before the start of the session, the faction received the document.
In his right to speak, Brito said he was unaware of the scope of the bill, so he proposed the formation of a “broad, plural and diverse” consultation commission in which all sectors of the country are represented.
The parliamentarian, although he acknowledged that there are “freeloaders” behind the NGOs, considered that the law of “everyone pays just for sinners” cannot be applied and it cannot be a law of a discretionary nature.
Despite arguing that “no one” can oppose the existence of a registry, inspection and accountability, “we as a fraction must be responsible and today we will save our opinion until a consultation cycle is carried out, that we can follow and discuss article by article ».
The president of the AN-2020, Jorge Rodríguez, questioned the arguments expressed by Brito. He affirmed that what Chavismo has been able to gather from these organizations is that far from being for the attention of vulnerable populations or those affected by climate change, they are political parties.
