A series of messages between Andres Hurtado and Juan Sotomayor Garciaformer mayor of Callao, would reveal a close relationship between the two, with practices that could be described as a mechanism for exchanging political favors.

These WhatsApp chats, dating back to 2018, show how Sotomayor, then a candidate for regional governor of Callao, and Hurtado collaborated, referring to each other as “brothers.”
“Good morning, handsome brother. I’ll be waiting for you starting at 6 for our social event,” Andrés Hurtado wrote to him on May 5, 2018. “Juancito, don’t forget that tomorrow at 12. We’ll be at your office. Juancito, I want to know if you’re going on Saturday,” ‘Chibolín’ insisted.
The recent revelations by Cuarto Poder reveal conversations detailing meetings in municipal offices and what both called “electoral strategies.”
They also talked about exchanging what they called “books,” a term that seems to allude to favors or some kind of retribution. “I need them to set up the children’s library,” she told him.
Hurtado’s relationship with Sotomayor was public. The politician was a frequent guest on Hurtado’s television show.
However, the conversations point to an interaction that went beyond the media and entered the realm of Peruvian politics. “We all know that ‘Chibolín’ does nothing for free, he charges, ugh,” revealed Sotomayor.
