Chartists continue to be armored in deputies

The Chamber of Deputies was unable to hold an extraordinary session where it was to discuss the formation of a special commission to study the request for a constitutional agreement to order the intervention of the Municipality of San Pedro del Ycuamandiyú (San Pedro), sent by the Executive Branch with a message No. 678, based on article 3 of Law No. 317/1994.

The reason was due to a lack of quorum, since the Chartist caucus “Honor Colorado”, to which Mayor Gustavo Rodríguez belongs, has little more than a third of the members of the chamber. The same was denounced for unfinished works and in a state of abandonment, among other issues.

This case joins Hugo Javier, now ex-governor of Central, and Juan Carlos Vera, governor of Guairá, who also enjoyed the protection of the Chartist caucus. González, although he was able to avoid the intervention, was finally dismissed by his own councilors when they managed to have a majority. While in the case of Vera, after several weeks of delay, the deputies finally approved the intervention.

Causes of intervention: The governor of the Central Department has an indictment against him for the alleged acts of breach of trust, false statement, production of inauthentic documents and criminal association for phantom works.

Speech vote: With 42 votes against, 31 votes in favor and seven absent, the Chamber of Deputies rejected the intervention request of the Government of the Central Department on December 15, 2021.

Current situation: Last Monday he was charged for the second time after the discovery of a new case of corruption. This is a new cause for breach of trust, production of inauthentic documents, appropriation and criminal association.

Juan Carlos Vera, Governor of Guaira

Causes of intervention: The administration of Governor Juan Carlos Vera (ANR), had been denounced by the Departmental Board of Guairá, for alleged misuse of US$ 2 million that had to be transferred for economic reactivation and social aid in the face of the Covid-19 pandemic. The complaint indicates that the funds in question were delivered to neighborhood commissions and other organizations that, in reality, do not exist or do not have the legal conditions. In addition, some disbursements for the payment of non-existent and unnecessary works were reported.

Speech vote:
With 44 votes in favor of the approach; 23 votes against; and two abstentions, the aforementioned request was approved on June 15.

Current situation: Last Monday, the intervention of the government of Guairá concluded, so Vera presented himself again to continue with his mandate that expires in August 2023.

Causes of intervention:
The lack of payment of basic services such as salaries, the lack of supporting documents, unfinished works and in a state of abandonment, among other issues, are some of the questions that weigh on the communal chief. Councilors had rejected the balance for fiscal year 2021 for alleged misappropriation of management. In addition to this, the Comptroller detected an irregularity of G. 2,500 million in its last report on State entities.

Speech vote: It hasn’t happened yet.

Current situation: He continues as mayor until the request for intervention is dealt with in the Chamber of Deputies. The communal chief aspires to the Chamber of Deputies for the Chartist caucus.
