Chartism, synonymous with mismanagement

Selva Castiñeira, a political scientist, affirmed that several administrators belonging to “Honor Colorado” are involved in acts of corruption.

“This was seen to come after the pandemic due to the mismanagement of resources. This is due to a high level of corruption that is reflected in several localities, as was the case of Central, for example, with the governor who had to be prosecuted and removed from office. This led the country to a high indebtedness than citizenship. This will not be sustainable over time due to the situation that is exploding in our faces”, he explained.

The analyst points out that citizens are not having a good time. And the administrators who take office in 2023 must have a very important commitment to the country.

“We have a high cost of the family basket, of the day-to-day of citizenship itself. The management of many rulers are marred by poor administration of resources because that is the reason why the Government has a high disapproval of their management from 80% to 82%”, he explained.

He stressed that the president is not the only one responsible for this situation. Since there are local rulers.

Castiñeira stressed that during the Cartes government there was better management, more opportunities, and the country was better off economically with a significant GDP. But back then, Paraguay was not over-indebted as it is now.

“What was done at that time was to issue bonds and it contributed to the economy. Today we are with an over-indebted country and one of the reasons was the pandemic. As a result of this, this lame administration causes any poorly managed debt to affect the pockets of citizens”, he concluded.

In December 2019, he assumed the administration of the country’s capital, replacing Mario Ferreiro. He resigned after media pressure after messages were released from a telegram group where people close to Ferreiro negotiated a parallel collection for the granting of contracts with the commune to suppliers.

Since the beginning of his mandate, Rodríguez has been questioned about the over-indebtedness to which he subjects the municipality. During 2020, he indebted the commune of Asunción for US$60 million.

Days ago, the communal chief sent an “Administrative Reorganization Plan” to the Municipal Board. It consists of a new indebtedness of G. 565 billion (US$ 82.2 million) to pay the maturity of debts contracted in previous years that cannot be paid.

Added to this constant request for loans is the irregular purchase of disinfectants and saturometers during 2021. This was denounced before Senac and the Comptroller by the pre-candidate for the deputation Johanna Ortega, but the investigations do not record further progress.

In November of last year, Rodrigo Estigarribia, prosecutor of the Specialized Unit for Economic Crimes of the Prosecutor’s Office, charged Hugo Javier González and 14 other people for the alleged embezzlement of G. 5,105 million that the government should allocate to mitigate the pandemic. .

However, in December, he was “shielded” in the Chamber of Deputies when his request for interpellation was analyzed.

With this, the possibility of an external auditor managing the government for three months and investigating, at the same time, if the existing documentation coincides with the executed works, was left without effect.

Regardless of this, the investigations of the Prosecutor’s Office continued to advance until in mid-April of this year, Judge María Elena Cañete ordered the preventive detention of the then governor.

Finally, at the end of April, only 14 days after the judge’s order, Gustavo Machuca took office as the new governor due to the impossibility of González going to his post.

Last February, the Departmental Board of Guairá approved the intervention of the government. This, after detecting irregularities in the management of Governor Vera in the handling of US$ 2 million that the central government delivered to mitigate the effects of the pandemic.

The Undersecretary of State for Taxation (SET) confirmed various administrative irregularities, such as cloned invoices, and an estimated loss of US$ 1 million. Among the irregularities, the acquisition of lights for the Guaireña club stands out, an infrastructure that already existed before the purchase according to the complaint, for which a case of double billing is suspected.

The governor of Guairá gave his version of events a couple of months ago. He expressed, to the media, that he only signed a payment for the lights of the Guaireña stadium.

“There was only one disbursement, there is no double payment. All the constructions that were made with the reactivation fund are done. There are no ghost works. A series of observations came from the Comptroller regarding the reactivation funds that have been fulfilled », he pointed out at the time.

He took office as governor in 2018, representing the Colorado ruling party. But in October of last year, he decided to switch to the “Honor Colorado” ranks. The reason for his removal from Abdo is because he did not feel “comfortable and valued” in his own words.

Journalistic publications revealed that the former soccer player and current governor of Canindeyú, César “Tigre” Ramírez disbursed G. 5,100 million (of the G. 6,400 million he received as emergency resources), only to one NGO.

It is the Asociación Pro Desarrollo del Norte, a practically new entity since it was founded in August 2020, but the resources were received six months later, in February 2021.

In mid-January, the Prosecutor’s Office raided the headquarters of the Caazapá government, administered by the then official governor “Pipo” Díaz Verón.

Departmental councilors Rodrigo Miño and Wilson López were the ones who denounced phantom reparations payments. The complaint indicates that the government made payments for the repairs of 22 machines that were not repaired, among other irregularities. He is accused of embezzling US$2 million that the administration received from him to mitigate the effects of the pandemic.

His accountability was also denounced for having irregularities. One of them was the transfer of money to an NGO to carry out works without it being authorized for that purpose.

Only 10 days after the raids, Díaz Verón joined the “Honor Colorado” movement. The striking thing is that only a few days before he was at the inauguration of the ruling party’s “Republican Force” movement.
