Through a letter, the current senator recalls that in 2012, while holding the position of Director General of the Ministry of the Interior, he became aware of a “reprehensible” event that occurred in Rocha, which involved police officers.
“It is presumed that it originated from the house of the person who was deputy commissioner of La Paloma. The event occurred while there was a party, from which a gun was fired and a bullet hit a citizen, causing a serious injury, which caused him to still live today with a disability, ”says Carrera.
Likewise, he recalls that the then minister Eduardo Bonomi immediately received the social organizations IELSUR and SERPAJ, who denounced the situation and requested that the man and his family be restrained.
“For this reason, health support was arranged so that he could carry out his recovery. In parallel, the corresponding investigation mechanisms were carried out whenever a police officer has an action outside the regulations or appears to be criminal”, expresses the current legislator.
It also states that “administrative and judicial times are not compatible with the immediate needs of people in a situation like this.”
Thus it was that, “when the person was discharged from the Hospital de Clínicas after several months of hospitalization and physiotherapy treatments, given his health situation and the apparent responsibility of the State, it was decided that he should receive attention in Police Health, so that he could continue with your treatment.
The person received there for three years “the necessary quality care to continue with his rehabilitation.”
All the actions of the Ministry of the Interior have “documentation that supports them and they are public for the population,” says Carrera.
“I maintain the same as at that time: if the State is responsible for the damage caused by alleged police misconduct, the Ministry of the Interior must take responsibility,” he remarked.
“I do not accept blackmail”
Likewise, in the complaint against Carrera, which was published by the Santo y Seña program on channel 4, an audio can be heard in which the victim’s brother claims Carrera for his attitude.
“As heard in the audio, we always recommend the affected person to carry out the judicial process. As is also heard in the audio, and I want to be emphatic on this: I do not agree to any type of blackmail. Since the Ministry of the Interior is behind this case, as stated in the report, and for this reason they filed a criminal complaint on July 13 of this year, I request to know what actions were taken at the administrative and criminal level with Commissioner Marcos Martínez, who is currently in charge of the Lascano Police Station and is identified as the person responsible for the aforementioned act, ”says Carrera.
He indicates that just like ten years ago, but now from his role as senator of the Republic, he accompanies all actions aimed at transparency by the Ministry of the Interior and the investigation of all cases in which police actions are not adjusted to law.
“Ten years after a fortuitous event, the same report recounts how the case turns after the involvement of the current Minister of the Interior, Luis Alberto Heber. It does not seem like a coincidence that this leads to an unsubstantiated accusation and a criminal complaint, which is trying to delegitimize my actions and affect my public image”, questions Carrera.
He adds: “It is understandable, as the report closes, I have asked for his resignation and I have worked and will continue to work as part of a responsible opposition that tells the Minister of the Interior that the security situation has gotten out of hand, at the same time that he submits him to Justice for acts of criminal appearance that he had as Minister of Transport in the delivery of our Port”.
