The craving change of routes by the drivers of public transport companies in the city has become a recurring practice in Huancayo, according to the transit manager and transport of the Provincial Municipality of Huancayo (MPH), Jorge Quispe Ávila. According to information from the official, only so far this year, there have been a total of 1,796 infractions, of which more than 50 correspond to the different existing public transport companies.
“The most frequent infractions are circular outside the authorized route and the use of licenses not allowed, there are even units that operate without being registered,” The official explained.
A specific case
Yesterday, workers of the company San Jerónimo protested outside the Transit Management denouncing that they would be victims of persecution.
“Every day they take us to the deposit, there are five or six units per day, and make us pay up to 300 soles to leave. We get tired,” Leidy Pariona declared, one of the workers of the public transport company. She assures that, despite repeated requests submitted for a year, the Municipality does not approve the modification of their route, which prevents them from operating normally.
The protest was also backed by users, who expressed their discomfort by the operating constants. “Sometimes we send our children to school and in the middle Marisol Balvín, neighbor of the Progreso neighborhood.
According to the protesters, the San Jerónimo company is the only one that reaches certain areas far from Chilca and Llamas (modifying its original route), so they demand flexibility in the authorization of its route through the Railway Avenue. Faced with this specific case, manager Jorge Quispe confirmed that the company has no authorization to circulate on the Railway Avenue and that his request was judicialized, without favorable results.
“The sentence does not empower them to modify the route, therefore they must return to their original route. They have been sanctioned for violating the norm and that is not addressing. There are more than 200 companies in the city and the control is for all,” assured.
He also denied that there is a family bond between officials in his area and other companies, as the carriers claim.
According to what the manager reports, the route of the San Jerónimo company should not go through the entire Avenid. Railroad, if not for Áncash.
“The section in question is from Real and Railroad Street. They should come through Leoncio Prado, Jacinto Ibarra, Pachitea, Huánuco, Áncash, Municipal Coliseum and climbing Jr. Ica, going for Omar Yali, Jr. Cusco and just going out for a railway. That is their original route and the one that must be respected”detailed manager Jorge Quispe.
Fines
According to Transit and Transport Management, currently circulating outside the authorized route is sanctioned with 10% of the UIT, that is, more than 500 soles, although the amount can be reduced to 50% if paid within the first five days.
“Maybe that’s why drivers continue to comply with, because they think they are a low amount, since it would be only 250 soles. But that does not exempt the fault. We have already sanctioned the company and also the vehicles. And if there is recidivism, the sanction will increase,” Quispe said.
Finally, the manager called on the managers of the more than 200 transport companies registered in the MPH, to instruct their commission agents about official routes and avoid sanctions.
“We cannot pass over a decision of the Judiciary, in the case of San Jerónimo. Its route cannot be changed, if they do not agree, but in the meantime, everyone must fulfill the law,” sentenced.
