Chancellor travels to the US to propose changes to the Asylum Convention

Through a supreme resolution signed by the President of the Republic, José Jerí, the Presidency of the Council of Ministers (PCM) authorized the chancellor’s trip. Hugo de Zela Martínez to Washington, United States, from December 2 to 6.

The rule published in the Legal Standards Bulletin of the official newspaper El Peruano bears the endorsement of Premier Ernesto Álvarez Miranda.

As recalled, on November 3, former Prime Minister Betssy Chávez sought refuge in the residence of the Mexican embassy despite being on trial for the coup d’état of December 7, 2022 perpetrated by Pedro Castillo. This week both were sentenced by the Judiciary to 11 years, 5 months and 15 days in prison.

The Mexican government granted the former prime minister asylum, even contravening the provisions of the 1954 Caracas Convention, which states that “it is not lawful to grant asylum to persons who, at the time of requesting it, are accused or prosecuted before competent ordinary courts for common crimes or are convicted of such crimes and by said courts without having served the respective sentences.”

Due to this, through a statement, the Peruvian government warned that the right to asylum “has been distorted by being granted to those who do not suffer persecution in democratic States but rather are prosecuted or even convicted for common crimes.”

Likewise, the Ministry of Foreign Affairs announced that it would raise with the member countries of the Organization of American States (OAS) a proposal to modify the 1954 Caracas Convention “to prevent this distortion of its essence from continuing to occur.”

Agenda in Washington

According to the supreme resolution published, the head of Torre Tagle will appear before the OAS on Wednesday the 3rd.

The next day, Thursday the 4th, he will meet with representatives of the Americas Society/Council of the Americas (AS/COA) and the Inter-American Development Bank (IDB) in order to “promote investment and cooperation opportunities.”

A day later he will hold a meeting with the Secretary General of the OAS, Albert Ramdin, “a meeting that is of special importance for the international projection of our country, as it will allow us to address priority issues on the hemispheric agenda linked to diplomatic asylum and the functioning of the Inter-American System,” the document states.

That same day, he will have a working meeting with the Secretary of State of the United States of America, “in order to continue strengthening the strategic partnership with said country, and strengthen cooperation in matters of mutual interest such as security, defense, the fight against transnational organized crime and the promotion of strategic investments.”
