Despite these warnings, no immediate measures were taken. However, the reconstruction project was postponed and its viability was only approved in 2021, when he was no longer in office.
During its management, decentralized provisions, an entity in charge of the execution of road works, faced questions about the lack of planning in the rehabilitation of the bridge. Internal documents reveal that there were intervention proposals that were filed without clear justification.
In 2023, two years after the project was declared viable, technical studies were initiated for the reconstruction of the bridge. The work was scheduled to begin to rebuild in October 2025 and conclude in December 2028. However, the structure collapsed this month, leaving three dead and multiple injured, evidencing the lack of preventive actions on time.
Civil Engineering specialists have indicated that the lack of adequate maintenance and the absence of urgent measures to reinforce the structure were determining factors in the collapse. In addition, they have questioned the bureaucracy and corruption that usually slow down the implementation of effective solutions in the transport sector.
The professional relationship of the engineer Trujillo with Vizcarra dates back to 1997 and was consolidated when the latter was regional governor of Moquegua, where Trujillo served as regional manager.
Trujillo, who was a trusted man from Vizcarra since his stage as regional governor of Moquegua, has categorically rejected the accusations against him, stating that the imputations of effective collaborators and protected witnesses are false. He has expressed his willingness to collaborate with the authorities and attend all the citations made by the Prosecutor’s Office to demonstrate his innocence.
According to his defense, the statements of effective collaborators and protected witnesses lack livelihoods and seek to unfairly incriminate him.
