The Chamber of Deputies resumed work after deputy Glauber Braga (PSOL-RJ) was forcibly removed by agents of the Federal Legislative Police.
The president of the Chamber, Hugo Motta (Republicans -PB) reopened the session with deliberation on a project that deals with the Rural Environmental Registry (CAR), to try to cool tempers. The expectation is that the bill that deals with the dosimetry of the sentences of those convicted on January 8, including former president Jair Bolsonaro, will be debated today. The proposal could reduce penalties.
Already sitting back in the president’s chair, after Braga’s withdrawal, Hugo Motta spoke publicly about what happened.
“The chair of the presidency does not belong to me, it belongs to the Republic, it belongs to democracy, it belongs to the Brazilian people. And no parliamentarian is authorized to transform it into an instrument of intimidation, spectacle or disorder. A deputy can do a lot, but he cannot do everything. In democracy, he can do everything within the law and within the Rules of Procedure. Beyond that, it is not freedom, it is abuse. The president of the Chamber is not responsible for the acts that brought certain impeachments to the Plenary, but he is responsible for guaranteeing rite, order and respect for the institution. And I will not allow rules to be torn up or the Chamber to be degraded”, he stated.
Motta also said that he had determined to investigate excesses committed against press coverage. During Braga’s occupation of the chair, the TV Câmara signal, which broadcast the plenary session live, was immediately cut off and press professionals were obligatorily removed, without being able to monitor the situation. There are reports of professionals being attacked by legislative police officers.
After being forcibly removed by legislative police officers from the Chamber presidency chair, Glauber Braga was taken to the Green Room, outside the Ulysses Guimarães plenary, with his clothes torn. He spoke to the press at the scene, alongside government deputies, where he harshly criticized the action.
“The Lord [Hugo Motta]which I always wanted to demonstrate, as if it were the point of balance, between different forces, that is a lie. Because with the scammers who hijacked the table, there was docility left, now with those who don’t play their game, it’s a beating. The guys stayed for 48 hours, I stayed for a few hours, and that was enough for this type of action”, said Glauber.
In August, Opposition deputies and senators spent the night in the Chamber and Senate plenary sessions occupying the board of directors of the Houses, making it impossible to resume legislative work, in protest against the house arrest of former president Jair Bolsonaro.

The occupation of Braga began as a protest after Hugo Motta announced that he would take the deputy’s impeachment request to the plenary, along with the cases of Carla Zambelli (PL-SP) and Delegado Ramagem (PL-RJ), the last two convicted by the Federal Supreme Court (STF). The cases are unrelated to each other. Braga could lose his mandate for having kicked a member of the Movimento Brasil Livre (MBL) last year, after being provoked.
“The vote on my impeachment with an ineligibility period of eight years is not an isolated fact. In the same package, they want to vote on amnesty, which is not dosimetry, leading to the possibility that Jair Bolsonaro will only have two years in prison. Combined with this, they want to maintain Eduardo Bolsonaro’s political rights. Because when there is a dismissal due to absences, the person remains eligible”, added the deputy after withdrawing.
