“It is not possible to protect children and adolescents on the Internet without holding digital platforms. However, part of parliamentarians is contrary to any measure that affects the action of social networking companies. For us, what is protection of children and adolescents for them is censorship of freedom of expression,” he explained.

One of the texts suggested as the basis for the new text is PL 2,628 of 2022, authored by Senator Alessandro Vieira (MDB-SE). The project requires social networking companies to create mechanisms to avoid children’s eroticization content, for example. The text provides for fines for platforms of up to 10% of the company’s revenues in case of breach of what determines the legislation.

The opposition led by the PL, which is often contrary to the creation of rules for the functioning of social networks, said there is consensus for measures against children on the Internet. However, Deputy Domingos Sávio (PL-MG) argued that the bill cannot serve to curtail freedom of expression.

“There is even a consensus, and it is absurd that someone does not agree, that crime on social networks has to be punished and has to have clear rules about it. Now it is not necessary and we cannot admit that, under the pretext we will punish crime, we commit another crime against the constitution that is ending freedom of expression,” he said.

Child adultization

Child adultization refers to early exposure of children to behaviors, responsibilities and expectations that should be reserved for adults. The practice can cause eroticization and has effects that impair the emotional and psychological development of children, according to the Alana Institute, an organization that works in children’s protection.
