The president of the Chamber of Deputies, Arthur Lira (PP-AL), opened a new session, this time with a remote quorum, to vote on the proposed amendment to the Constitution (PEC) 15/2022, which creates a state of emergency to expand payment of social benefits until the end of the year. The base text was approved last night (12), but the semi-presential session was suspended due to a blackout in the Casa’s computer system.

When resuming work this morning (13), Lira was asked by several parliamentarians about maintaining the voting quorum of the suspended session yesterday. They argued that the House’s Internal Regulations determine that the sessions can only be suspended by the president for a period of one hour, being closed soon after the end of that time if they are not resumed.
Upon answering the questions, Lira called a new session with remote quorum. He read an act of the Board of Directors of the House, dismissing the presence in person for today and tomorrow (14). With this, deputies who are not in the House can participate in voting.
“Out of respect for the more than 30 parliamentarians [ausentes], it will work in the next session, which will be called after the end of this one, in a completely remote way”, he justified. The new session was reopened with several points of order. In addition to PEC 15/2022, the first round vote on the highlights of another PEC, which deals with the nursing salary floor, is also on the agenda.
