The Chamber of Deputies approved the creation of five more permanent committees. The novelty, which increases the number of collegiate members in the House from 25 to 30, is the result of the dismemberment of already existing commissions. The text of the draft Resolution 15/23, approved on Wednesday night (8), was enacted in the same session by the mayor, Arthur Lira (PP-AL). The new commissions are those of the Amazon and of Indigenous and Traditional Peoples; of health; of Labor; of Economic Development; and Communication.
According to Arthur Lira, the new distribution of the presidency of the committees should be discussed with the leaders of the Chamber next Tuesday (14). In addition to dismembering commissions, as of March 1st, the approved text extinguishes the commissioned positions of the old collegiate bodies and redistributes them. “No position has been created. Positions were redistributed”, said Lira.
In justifying the measure, the rapporteur for the proposal, Hugo Motta (Republicanos-PB), said that the Legislative Branch must seek a way to “mirror the structure of the Executive Branch, in order to better fulfill its mission of inspection and control of governmental acts” . According to Motta, the new commissions need more specialization to exercise efficiently, effectively and effectively the follow-up of government plans and programs and the budgetary inspection of the Union.
Creating commissions does not value their theme, criticized deputy Kim Kataguiri (União Brasil-SP). “On the contrary, it obliges the topic to go through more commissions. There will be no plenary for the standing committees. This bureaucratizes the legislative process”, said the deputy.
Deputy Maria do Rosário (PT-RS) disagrees. For her, the new commissions help to increase the representation of the Brazilian population in Parliament.
In addition to the dismemberment of committees, the resolution made two updates to excerpts from the internal regulations of the House. The first removes the possibility for the mayor to unarchive, on his own initiative, proposals that were processed in the House. The justification is that deputies have already approved a new instrument that, among other points, allows the automatic renewal of projects by re-elected deputies.
The other update provides for the creation of special committees, which are temporary, when the number of committees involved in the proposal exceeds four.
