To speed up the forensic process, the body created a special commission of the Plenary, chaired by Francisco Tamarez and made up of Ramón Méndez and Francisco Franco. The commission is responsible for resolving the obstacles encountered.

  • “We have encountered problems along the way, such as documentation. We are working to obtain the results that society expects,” he noted. He stated that the work is progressing “despite the difficulty” and that the objective is to conclude it “as soon as possible.”

The members of the Plenary reiterated that the Chamber has not neglected the case Senasa. “There is a financial audit already completed, another in progress and one forensic audit. There are three audits. There has been no oversight on the part of the House,” they stated.

The institution stressed that the process will continue its course “with technical rigor and respecting the due process“, and that will offer the results as soon as the files conclude all their phases.

There are no favoritism

He full of the Chamber of Accounts assured yesterday that the majority of new audits that is scheduled will focus on the management of the current government, while pointing out that the processes are not selected by political criteria, but by a annual plan.

“We do not select a preferred audit, we do not have a preference. It comes out as it defeats its due process. It doesn’t matter who it affects. We are not selective in an abusive way in what is going to come out,” he stated.

In this sense, the director of Audits, Fabio Roaexplained that the new plan includes 41 audits of which “85% of the audit are from 2020 onwards, that is, the vast majority are from this government.” He added that it is about audit plan 2026 and that “it is a plan that has to be approved and must be rigorously concluded.”

Roa indicated that, in addition to the audits of the plan, the House have been included special investigations at the request of Public Ministry. “Seven special investigations that we have had to Public Ministry that have been published. Like for example, the InaipiIndustry and Commerce, the National District Prosecutor’s Office, the Treasury, and the La Guaya City Council.

He added that of the 66 audits which has been published by fullonly two do not have irregularities of which, he said, none can be rectified because they have already finished. But what must be established is whether they have criminal evidence or not, he explained.

He defended approvals

Polanco Melodefended the work pace and the technical complexity of the processes. “To talk about an audit is to talk about a process of more than 25 processes that must be carried out,” he said, and stressed that “an audit requires very specialized personnel.”

Polanco explained that upon arriving at the institution the available personnel were evaluated and that it was necessary to open a public contest to incorporate new auditors. “130 participated and we chose 82. There were 100 that we wanted to comb the country with the audits that are required,” he indicated.

According to the president of the Plenary, the Chamber of Accounts found 249 audits prior to the change of management and the Law 18-24 forces them to release and publish them. “So we started working with what we had,” he said, citing as an example an ongoing audit of the Monte Grande Damwhich requires specialists in hydraulic engineering and other technical profiles.

Total of audits

The institutional report for the April-November 2025 period details that the Chamber of Accounts managed 235 audits inherited from the turbulent previous management, of which have been published 66 reports with the goal of ending the year with 70 published and started with 41 new audits own, in addition to integrating 82 new auditors through a competition. It includes the opening of a regional office in Santiago de los Caballeros, the digitization of processes, the use of qualified electronic signature and QR codes.

External control of the State

The Plenary reiterated that the Chamber of Accounts is the only body constitutionally empowered to carry out external control over the use of public funds. They recalled that the Comptroller General’s Office can only carry out internal control audits, which – according to Law 18-24 – can serve as inputs for the annual audit plan, but do not replace the work of the Chamber. They insisted that audits with evidentiary value are those issued by the highest control body. “The only audits that have evidentiary support are those of the Chamber,” they stated, citing a ruling from the Constitutional Court.
