The use given by the Dominican Football Federation (Fedofútbol) to the contributions worth RD$139,504,949 is unknown, because the board that ran that institution during the 2016-2017 period refused to deliver to the Chamber of Accounts (CCRD) the supports and documents verifying the expenditure of the money.
The data is contained in an audit carried out on Fedofúbol, corresponding to the period 2012-2017. According to the investigation, the contributions are equivalent to 88% of total income.
It specifies that, in order to begin the audit process of said item, the institution was asked for supporting documentation through data request forms and receipts number 3 and 8, dated August 1 and 14, 2018, without it being possible to carry out verification, because the entity refused to deliver the required documentation, alleging that it is not permitted by the International Federation of Football Associations (Fifa).
Fedofútbol does not deliver documents on RD$139 million, contravening the public audit law
In this regard, the auditors reminded the auditees that article 42 of law 10-04, dated January 20, 2004, of the Chamber of Accounts of the Republic, establishes that: “legal and natural persons that receive or manage public resources or are contractually linked to the State, are obliged to provide government auditors, duly accredited, with the required written information on operations and transactions. that they have carried out with said resources or under contracts and, attend to their summons.”
The auditors clarified that the investigation was carried out in response to several complaints made through the “Ojo Ciudadano” complaints system, which asked to investigate the Goal Project lands, donated by the Dominican State, the national and international contributions received by the entity, buildings and sports facilities that are property of the entity, income records in the institution’s accounting, analyze the way foreign currencies are managed and their exchange rate at the time of registration.
The audited management corresponds to the period of the board headed by Osiris Guzmán and made up of Fortunato Quispe Mendoza, Ángel Rolando Miranda, Juan Guerra, Georgina Rodríguez and María Báez, among others.
Among the anomalies, the audit also detected inconsistencies in the records of contributions received by the State through the Ministry of Sports.
It indicates that, when comparing the records of the Financial Position Statements with the list of transfers received from the Ministry of Sports and Recreation (MIDEREC), a difference amounting to RD$1,122,999 was determined.
The audit also specifies that the Dominican Football Federation does not keep accounting records in accordance with established standards.
It points out that, when reviewing the records of the Dominican Football Federation, it was verified that the entity used two different account systems, called “Management Account System” for the year 2016 and “QUICKBOOK” for the year 2017, which generated reports that are not in accordance with the Manual of Budget Classifiers.
