Chamber decides to suspend Glauber Braga for 6 months

The Plenary of the Chamber of Deputies decided, this Wednesday (10), to suspend the mandate of deputy Glauber Braga (PSOL-RJ) for six months. There were 318 votes against 141. There were three abstentions.Chamber decides to suspend Glauber Braga for 6 months

Like this the parliamentarian’s impeachment was rejected and he did not lose his political rights.

Glauber was accused, in April last year, of having assaulted the member of Movimento Brasil Livre (MBL), Gabriel Costenaro.

To approve the alternative measure or for it to be revoked, at least 257 votes from parliamentarians would be needed. In a first vote in the Plenary, the preference was approved that replaced the impeachment that makes Glauber ineligible for a six-month suspension. There were 226 votes for this measure and 220 against.

Given the scenario, parliamentarians who were in favor of impeachment understood that it would be better to conclude the process with punishment than an eventual acquittal.

Suspension

The suspension, as an alternative punishment, was proposed by deputy Lindbergh Farias (PT-RJ).

The highlight was also supported by parliamentarians from different parties, such as PSD and MDB.

Representative Hildo Rocha (MDB-MA) acknowledged that Glauber made a mistake, violated the Code of Ethics, but that the punishment of loss of office would be exaggerated. “This is not a reason for revocation”, he argued.

Representative Laura Carneiro (PSD-RJ) said she is opposed to Glauber, but stated that she would also react to provocations. “Glauber makes a lot of mistakes. But his mother was in the ICU. I would also slap him [se estivesse na situação]”.

Fausto Pinato (PP-SP) also considered that Glauber made a mistake and deserved punishment, but not the revocation of his mandate.

On the other hand, the rapporteur of the matter, deputy Paulo Magalhães (PSD-BA), once again defended Braga’s impeachment and said that the topic was exhaustively debated in the Constitution and Justice Commission and the Ethics Council.

“I believe that we have to maintain all the knowledge that was presented and debated”.

Shortly before the vote, Magalhães rejected amendments proposed by Lindbergh Farias for an alternative punishment of six months of suspension from office and avoiding ineligibility in the case of impeachment.

“Violence”

Before the vote, an emotional Glauber Braga protested against the possibility of having his mandate revoked. The deputy said he kicked the MBL member after he offended his mother, who was undergoing treatment in the ICU.

“Shutting down the mandate of those who have not been corrupted is violence,” he stated.

Deputy Chico Alencar (PSOL-RJ) recalled that Glauber is not the target of any other lawsuit. “He is on committees, in causes and in struggles.”

Jandira Feghali (PCdoB-RJ) argued that there was no basis for revocation. “Parliamentarians must put their hands on their conscience. There is no way to compare what he did to defend the honor of his sick mother with the case of Carla Zambelli.”

Representative Kim Kataguiri (União-SP) was in favor of the impeachment and said that the images do not prove that Glauber’s mother was offended. “He is incapable of debating the issue on its merits,” said the parliamentarian.

Another position for revocation was from Nikolas Ferreira (PL-MG). He took the position that the reaction would be correct in the event of offenses against the family. “But he lied.” The parliamentarian recalled that Glauber was in favor of Daniel Silveira’s impeachment.

On Tuesday (9), Glauber Braga occupied the chair of the presidency of the Chamber of Deputies and was forcibly removed by agents of the Federal Legislative Police. The occupation began as a protest by the parliamentarian, after the president of the Chamber, Hugo Motta, announced that he would take the request for the deputy’s impeachment to the plenary, together with the cases of Carla Zambelli (PL-SP) and Delegado Ramagem (PL-RJ). The cases are unrelated to each other.

“Let them rip me out of this chair and take me out of the plenary,” said the deputy at the time.

Ethics Council

In April, the Ethics Council of the Chamber of Deputies approved by 13 votes to five the opinion for the impeachment of Glauber Braga for breach of parliamentary decorum.

At the time, the Novo party argued that Glauber attacked Costenaro who was participating in a demonstration in support of app drivers during the debate on the proposal to regulate the profession.

Glauber Braga stated, at the council, that the aggression occurred after a history of consecutive provocations.
