The basic text of the proposal was approved yesterday (18), and this Thursday the deputies resumed voting and rejected the highlights presented to the text. With the conclusion, the PL is now for analysis by the Senate.

According to the proposal, in order to benefit from home education, the student must be regularly enrolled in a school, which will monitor educational development during the period.

Parents interested in teaching their children at home should follow the National Curricular Common Base defined by the MEC. In addition, additional subjects and disciplines may be included in the teaching routine.

It will also be required, from at least one of the parents or guardians, proof of higher education or technological professional education, in a recognized course. They also cannot have a criminal record.

Those responsible will have to guarantee the student’s family and community coexistence and the carrying out of pedagogical activities to promote the integral formation of the student, contemplating their intellectual, emotional, physical, social and cultural development.

It will be the responsibility of the parents to keep periodic records of activities and send them, every three months, in the form of reports, to the educational institution in which the student is enrolled.

The student must also participate in annual learning assessments during the basic education cycle.

In primary and secondary education, in addition to these reports, there must be an annual assessment based on the curriculum content, admitting the possibility of advancing in courses and grades, as provided for in the Law of Directives and Bases (LDB).

If the student’s performance in this annual assessment is found to be unsatisfactory, a new assessment, on a make-up basis, will be offered in the same year.

During the voting of the highlights, deputies against the project, criticized the approval of the homeschoolingwith the argument that the modality will remove resources from education and overload schools, since through the project, schools will have to promote periodic meetings for educational monitoring, exchange of information and application of exams.

“In the defense of Brazilian public education, there is no possibility of outsourcing for private or home education, as if this solution or alternative would solve the very serious problems that we have been facing in Brazilian education. This government does not invest in child education. It decreases, year after year, investments in Brazilian public education and puts this issue as if it were in fact a solution, when it is not”, criticized deputy Glauber Braga (Psol-RJ)

Deputy Perpétua Almeida said that the project also has a segregationist character as it will serve a small portion of the population. For her, only those with high purchasing power will be able to adhere to the homeschooling regime.

“This is a project that will only serve people who have a lot of money, the rich and millionaires of our country. Only they will have the money to pay a private teacher to teach their children”, argued the parliamentarian. “Poor people will continue in public schools because they need to study, they need school lunches,” she added.

Deputy Marcel Van Hatten (Novo-RS) refuted the argument and said that there are poor and rich families who want to join the homeschooling modality.

“So, this is not about defending a certain social class, no. We are defending a right, the freedom of families to choose, with appropriate regulations, approved by this Parliament”, he countered.

Deputy Diego Garcia (Republicans-PR) defended the approval of the text. The deputy said that he adhered to the model and that he has obtained positive results in the education of his daughter.

“In my house, we made the option for home education with my 5-year-old daughter. The result, in 3 months, was that she was already reading and writing. We managed to teach her literacy at home with a much smaller workload. than what she would have inside the classroom”, he said.
