The Commission for Public Security and Combating Organized Crime of the House of Representatives approved on Tuesday (22) a favorable opinion to the bill authorizing the possession of firearms to bailiffs and socio-educational agents.
The Bill (PL) 4,256/2019, by Senator Fabiano Contarato (PT-ES), has already been approved by the Senate Constitution and Justice Commission (CCJ).
When modifying the Disarmament Statute (Law 10,826 of 2003), which regulates the possession, possession and commercialization of firearms in Brazil, the proposal aims to expressly include these professionals among the authorized to carry firearms, given the peculiarities and risks inherent in the exercise of their functions.
The rapporteur of the article, Deputy Sanderson (PL-RS), stressed that, currently, social security agents perform functions analogous to those of criminal police, dealing with adolescents in conflict with the law in hospitalization units, often in environments of great tension and vulnerability. He also pointed out that bailiffs perform steps in many times or highly hazardous places, including compliance with search warrants, arrest, repossession and protective measures.
“Recognition of gun possession for these categories not only promotes their personal protection, but also reinforces the state’s authority in the fulfillment of the law and in the exercise of its essential functions to justice and public safety,” said the deputy.
The project must also undergo analysis by the Finance and Taxation Commission and the Chamber Constitution and Justice Commission.
