The Chamber of Deputies approved this Thursday (16) the Bill 2213/25which authorizes the use of resources from the Operations Guarantee Fund (FGO) to cover actions under the National Program for Strengthening Family Agriculture (Pronaf). The text, authored by the Senate, now goes to President Luiz Inácio Lula da Silva for approval.
Administered by Banco do Brasil, FGO facilitates access to credit for specific companies and sectors, reducing risks for banks.
According to the project, up to R$500 million from the FGO can be used to guarantee the operations of Pronaf, which offers credit lines with special conditions to family farmers. The approved text changes the Law 13,999/20which establishes the National Support Program for Micro and Small Businesses (Pronampe).
A joint act by the Ministries of Agrarian Development and Finance will define how these resources will be allocated, what maximum guarantee limits may be granted, and the eligibility criteria for family farmers and their cooperatives.

The act must also indicate which Pronaf operations may receive FGO coverage. Financial institutions authorized to operate rural credit under Pronaf will be able to request this guarantee, respecting the proportional limits of their portfolios and the amount actually contributed by the Union and the other shareholders.
The project’s rapporteur, deputy Rogério Correia (PT-MG), said that the measure does not produce an immediate budgetary or financial impact on the Union’s accounts. The deputy cited the FGO’s own Consolidated Balance Sheet, referring to December 2024, which shows that the fund held R$43 billion in total assets, which demonstrates, according to Correia, that the eventual allocation of up to R$500 million for Pronaf operations represents a modest fraction of its financial capacity.
“The measure does not affect your fitness [do FGO] to cover guarantees related to Pronampe, nor does it compromise the stability of the fund. Given this scenario, it is concluded that the project does not produce an immediate budgetary or financial impact on the Union’s accounts, as it only authorizes the use of resources already existing in the FGO”, he stated.
