Chamber approves urgency for voting on projects focused on education

The Chamber of Deputies approved this Thursday (9) urgent requests for the vote on 15 bills, almost all of which are focused on the rights of children and adolescents and education. With the urgency, the process is accelerated, as there is no need to go through the House committees, and they can be voted directly in the plenary. The expectation is that the matters will be put to a vote in October, a month focused on children and educators. Chamber approves urgency for voting on projects focused on education

Among the approved emergencies are the Bill 4937/24which turns the National Literacy Child Commitment into law. The proposal, launched in 2023, by the Ministry of Education, determines the creation of actions so that all children are literate by the end of the second year of elementary school.

Another proposal for urgent processing is the PL 1924/2025which establishes the Child Development Strategy, aiming to promote the integral development of children up to 5 years of age, through coordinated actions that ensure full care in daycare and preschool, and the PL 625/2025which establishes the Commitment to Early Childhood Seal.

Urgency was also approved for two projects related to school transport. THE PL 743/23 allows teachers to use vehicles intended for school transport, as long as they are on previously authorized routes and if there are vacant seats available. States, the Federal District and municipalities must evaluate the characteristics of the education system and plan the most appropriate use of vehicles to meet the needs of students and teachers. Already the PL 3096/24which includes schools from the Federal Network of Professional, Scientific and Technological Education in the National School Transport Support Program (Pnate).

Teachers

Deputies also approved the urgency for the PL 672/25which deals with the remuneration of teachers hired for a fixed period. The proposal defines that teachers hired for a fixed period, on an exceptional basis, by the Union, states, Federal District and municipalities, will also be entitled to the national salary minimum provided for basic education teachers.

Currently, the national minimum is R$4,867.77 for the public network across the country, with a 40-hour work week.

The PL 12933/2013 which extends the benefit of half-price payment to education professionals in active practice.

Another approved emergency is the Bill 3824/23which establishes the National Policy for Induction into Teaching in Basic Education, with the aim of attracting undergraduate students to work in the future as teachers in public and private schools.

Among the principles of the national policy are the appreciation of basic education teachers; promoting the choice of a teaching career among higher education students; the universalization of school services; improving the quality of basic education; overcoming educational inequalities; and equity in the training of basic education teachers between different regions of the country.

The importance of playing and contact with nature was highlighted in another urgency, that of PL 2225/24which guarantees priority access for children and adolescents to the right to free play in contact with nature and the promotion of nature-based education as part of the school curriculum.

Another urgency was for the PL 6234/23which establishes measures to speed up the investigation of crimes against the lives of children and adolescents. The text defines that police investigations into homicide, feminicide, robbery followed by death and other related crimes must be processed differently with the expression “Priority – Child or adolescent victim”.

Digital agenda

THE PL 1971/2025which creates the National Policy for the Protection of Early Childhood in the Digital Environment (PNPIAD), is also on the agenda. The proposal aims to promote the safe, healthy and conscious use of technology by children up to 6 years of age, within the Union, states, Federal District and municipalities. Also on the agenda, the PL 2122/25which foresees actions to improve the quality of interpersonal relationships, the conscious use of digital technologies and the fight against violence in schools.

Other emergencies related to approved digital technologies were those of PL 3287/24which foresees the use of an algorithm-based system to combat crimes against children and adolescents in virtual environments, and the PL 2076/22which creates National Data Protection Day, to be celebrated on July 17th.
