The Chamber of Deputies approved this Tuesday (4) the Proposed Amendment to the Constitution (PEC) 39/22, which considers the courts and audit councils to be permanent and essential institutions for external control. As the text was voted on in two rounds, it now goes to promulgation.
The Courts of Auditors are auxiliary bodies of the Legislative Power that control public administration accounts.
The approved text modifies articles 31 and 75 of the Federal Constitution to determine that the Audit Courts are permanent institutions, essential to the exercise of external control of the states, the Federal District and municipalities.

The proposal says that the external control of the Municipal Council will be exercised with the assistance of the State or Municipal Audit Courts or the Councils or Audit Courts of the municipalities, where applicable.
The approved rule also states that the change applies to the organization, composition and supervision of the Audit Courts as well as the Courts and Accounts Councils of Municipalities that already exist, prohibiting their extinction or the creation or installation of new courts.
