The plenary of the Chamber of Deputies approved this Tuesday (10) the provisional measure that defines the minimum amount of 40% for the mandatory transfer of the National Penitentiary Fund (Funpen) to states, the Federal District and municipalities. The text goes to the Senate.
According to the rapporteur, deputy Bia Kicis (PL-DF), the MP modified previous legislation that provided for the transfer limited to a fixed percentage of 40% of the fund. The text provides that this value is the minimum, and may be exceeded if necessary. The deputy indicated approval of the proposal without modification to what was sent by the Executive Branch.
When justifying the measure edited in December 2021, the federal government argued that the device was intended to increase the transfer of resources between funds to finance and support activities and programs to modernize and improve the national penitentiary system.
“The Brazilian State needs to significantly increase investments in the national penitentiary system if it reaffirms the option for the incarceration rate at the level verified in recent years. of the federative units, the role of Funpen to promote the expansion and modernization of the prison system is essential”, says the government.
