Demand compliance with the fundamental rights and guarantees established in the CPE, the laws and due process. Protect economic freedom and private property to develop work and production. WITHOUT THE RULE OF LAW THERE IS NO FREEDOM AND PROGRESS.
2. Propose and develop the proposal for partial modification of the CPE, based on three fundamental areas: JUSTICE, AUTONOMY AND ECONOMIC MODEL.
3. Renew Santa Cruz’s institutional, civic and political leadership. They should interpret knowledge and ethics in the exercise of public and private functions, and support the efforts of entrepreneurs and associations, assuming the defense of the country’s interests and a Santa Cruz representation with capacity and honesty.
4. Consolidate the development model based on working the land and producing food. We must RECOVER CONTROL OF THE LAND through regulations that allow us to assume the defense and protection of the environment (protected areas, parks, biodiversity reserves, land, land uses, biofuels, biotechnology, tropicalized quinoa, PLUS, PLOT, etc.).
5. Rebuild management and all regulations for the sustainable use of renewable natural resources in harmony with the environment.
6. Change the public management model (in force since 1994, popular participation) and return to the tools of planning and qualification of professional merits in the public and private administration of Santa Cruz. End political mercantilism in the administration of Santa Cruz.
7. Restore the autonomous process, assuming the reduced powers granted by CPE, on planning, environment, transport, health, education, agriculture, forestry, security, economy, etc. (36 departmental and 43 municipal). Deepen autonomy:
• Propose and demand a new distribution of economic resources (fiscal pact) with financial and jurisdictional autonomy.
• Propose and demand a new census and initiate actions against those who performed the 2024 census very poorly.
• Draft a new agrarian law, reducing the interference of political power. Distribution and allocation must be subject to planning and development (CAD). The agrarian FES cannot be controlled by the political power of the INRA; legal security of property rights must be under judicial control.
• Build and implement the Metropolitan Region as an institutional body for planning, investment and harmonious development of the Santa Cruz territory (transport, linkage, solid waste, environment, supply center, etc.).
• Promote and defend freedom of expression, the work of the media and communicators protected by the press law. Greater oversight of the media means greater transparency.
8. Demand and build development hubs: Puerto Busch, Viru Viru Hub, Mutún under government control, bioceanic corridor. Projects to consolidate the Santa Cruz development model with external support.
9. Build a new universal health and education system with quality, efficiency, and social and labor security for medical and professional personnel. The current precarious system has its origins in the popular participation model of 1994 (transfer of hospitals and educational establishments).
10. Redirect the institutional organization model of Santa Cruz, greater social and union inclusion to deepen the freedom of entrepreneurship and free enterprise. Continuous training of new leaders. Greater knowledge and application of technology and strengthening private and public higher education.
